Description of Proposal:Permit Number: 25-03085 Conditional Use Permit
Silverdale Water District is proposing to construct a 2-million-gallon reservoir located just east of the existing 1-million-gallon reservoir on the property 3257 Dickey Road NW. The proposed tank will serve as a regional facility that supports existing and future domestic and fire flow demands within Silverdale Water District and adjacent water district service areas. The proposal includes the new
steel tank, water piping, overflow piping (connecting to the existing overflow system), paved access without parking, security fencing, and a security gate. The project will be constructed as one project and will not be phased.
Storm water mitigation for the proposed project is designed to meet the minimum requirements listed in Volume 1 Chapter 4.2 of the 2021 Kitsap County Stormwater Design Manual. The project will improve roughly 8,000 square feet of existing gravel impervious area and resulting in no net increase in impervious area. Flow control facilities are not proposed because the project is below the 10,000 square feet threshold. Water quality facilities are not proposed because the new hard surfaces will be limited to infrequent maintenance activities and are therefore considered nonpollution-generating.
There are no critical areas affecting the project.
SEPA Determination:The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period:This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
COMMENTS:We received two public comments; from the Washington Department of Ecology and the Washington Department of Transportation.
The Department of Ecology advised as to the proximity of a Model Toxics Control Act site.The Department of Transportation advised that the reservoir may require motification of the Federal Avaiation Administration.
Conditions:The proposal is conditioned to comply with all Kitsap County Code (KCC). Compliance with KCC will mitigate impacts associated with this permit.
