Description of Proposal: Madrona Ridge Preliminary Plat 22-03572; Request to subdivide a parcel 3.05-acres in size, zoned Urban Low Density Residential (UL), into 22 lots for the benefit of single-family detached lots ranging from 3,485 to 5079 square feet in size within the urban growth area. Site improvements include frontage upgrades, recreation/open space and stormwater Tracts, parking, landscape buffers, and utilities for drinking water & sanitary sewer from West Sound Utility District. Access via Phillips Rd. S.E.
SEPA Determination: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period: This DNS is issued after using the optional DNS process in WAC 197-11-355. The SEPA Comment period previously occurred concurrently with the Notice of Application dated February 16, 2026. There is no further comment period on the DNS.
COMMENTS: Public Comments received from a nearby resident requests traffic calming methods be added near project entrance to slow traffic speeds along Phillips Rd.
Conditions: Project shall follow Stormwater controls and provisions in Title 12.This project shall follow all recommendations of the geotechnical engineering report from GeoRescources Earth Sciences & Geotechnical Engineering (GES), dated December 31, 2024, and under KCC Tile 19.400 and KCC 19.700.Project is required to complete frontage improvements.
