Description of Proposal: [TRUNNELL - Administrative Conditional Use Permit for Moderate Home Business (2x6) (26-00955]; Applicant requests approval for a Moderate Home Business in the Rural Residential zone. The business is in an existing accessory structure on the parcel. Moderate Home Businesses require the approval of an Administrative Conditional Use Permit (ACUP), The business would provide accounting services by appointment only. The business employs three individuals and would provide additional off-street parking for the home business use.
SEPA Determination: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period: This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
COMMENTS: Three comments were received. All three were in opposition to the proposal, and will be addressed in the staff report.
Conditions: The project will be conditioned for Stormwater controls pursuant to KCC Title 12, critical areas per Title 19, and land use impacts per KCC Title 17 Zoning to mitigate impacts.Project shall follow the recommendations in the Habitat Management Plan prepared by BGE Environmental dated February 2022.
