Description of Proposal:[WILLIAMSON/PRYDE - Preliminary Large 4 Lot Subdivision LL #456 24-04415; The project was altered and now proposes a 3-lot, Large Lot subdivision, two lots at 5 acres, one lot at 10 acres due to critical areas and buffers. A two-lane access road will be constructed to provide access to all 3 lots; which requires a Site Development Activity Permit (SDAP). Access is from Rhododendron Lane NW via an existing driveway which will be widened for 350 feet to meet fire lane requirements. An additional 950 feet of new road will be constructed for lot access. An emergency vehicle turnaround (residential) is provided within 150 feet of the end of the road. A 25-ft vegetative buffer will be included along the exterior property lines for the plat.
SEPA Determination:The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period:This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14 days from date of issuance. Comments may be submitted beginning 06/12/2026 and must be submitted no later than: 06/26/2026 at 11:59pm.

Conditions:Project shall follow Stormwater controls and provisions in Title 12.Project shall follow the recommendations in the Geological Report prepared by WNEK Engineering dated December 2025.Project shall follow the recommendations in the Wetland Reports by Marine Surveys & Assessments dated December 2020 and updated by Three Cedars Environmental dated December 2025.
