DETERMINATION OF NONSIGNIFICANCE
Description of Proposal:
THE CITY OF BREMERTON - PS 16 Well 14 - new manganese treatment & booster pump station building; new well equipment enclosure; concrete backwash tank; underground utilities; site improvements (2x6) (26-00432)]; The City of Bremerton is proposing upgrades to Pump Station #16 (PS 16) and Well #14, which includes installation of a new manganese treatment & booster pump station building, new well equipment enclosure and associated concrete backwash tank. There will also be underground improvements including connections to a nearby well to the south, PS 16/Well #13. The northern parcel (Well 14 site) is approximately 0.84 acres in size and contains existing water well and accessory buildings. The southern parcel (Well 13 site) includes an existing water well and PS 16. There are existing streams and wetlands nearby, but the improvements planned are within existing developed and fenced areas, so there are no impacts to critical areas proposed. This project is reviewed under the County 2X6 procedure under SUBMISSION-2025-6955. SEPA Determination: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request. Comment Period This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS. COMMENTS: No comments received. Conditions: Project shall follow Stormwater controls and provisions in Title 12.Project shall follow the recommendations in the Wetland Delineation Report and Habitat Management Plan prepared by Farallon Consulting, LLC dba Grette Associates, dated 10/20/2025.Project shall follow the recommendations in the Geotechnical Report prepared by Terraphase Engineering, dated 7/30/2024.Project shall follow the recommendations in the Preliminary Stormwater Report prepared by Consor, dated 4/15/2026.
