Dallas Center City Council Meeting Minutes
Mayor Danny Beyer opened a public hearing at 7:00 pm on the matter of proposed Ordinance No. 636 that makes modifications to the timing of the publication and posting for public notice for certain changes regarding the Planning and Zoning Commission (required by changes in state law) There were no written comments. Julie Becker had comments regarding the timing of public notice. Mayor Danny Beyer closed the hearing at 7:03 pm.
The Dallas Center City Council met in regular session on December 9, 2025 at 7:03 pm. Mayor Danny Beyer called the meeting to order and led the Pledge of Allegiance. Council members present included Bret Van De Pol, Amy Strutt, Angie Beaudet, Beth Wright and Daniel Willrich. Also, present were City Attorney Ralph Brown, City Administrator John Cook, Public Works Assistant Director Josh Tiffany and City Engineer Bob Veenstra.
Mayor Beyer amended the agenda to move the sweating in of Amanda Davison earlier in the agenda. Motion by Willrich, 2nd by Beaudet to approve the amended agenda. Motion passed 5-0.
Public Comments
Julie Becker opposes the water rate increase and TIF.
Motion by Van De Pol, 2nd by Willrich to approve the consent agenda: [Approve minutes of November 18th regular meeting; November Treasurer's Report, Balance Sheet, and Budget Report; November Law Enforcement, Fire/Rescue, Compliance and Water Reports; Accept Amanda Davison's resignation from the Planning and Zoning Commission effective December 31, 2025, due to her being elected as a Council member; Approve hiring Mary Werch as a Reserve Library Associate at $13/hour effective December 10, 2025 pending successful background check; Approve hiring Michelle Tapio as a Reserve Library Associate at $13/hour effective December 10, 2025 pending successful background check; Accept Sheila Miller's resignation from the position of Library Associate and approve hiring her as a Reserve Library Associate at $14.20/hour effective December 6, 2025 pending successful background check; Approve Board and Batten's liquor license renewal effective December 27, 2025/Approve invoices for payment (review committee Strutt & Beaudet). Motion passed 5-0
Mayor Beyer administered the Oath of Office to Council Member Amanda Davison (term beginning January 1, 2026).
Planning and Zoning Commission Chair Matt Ostanik recommended approval of Ordinance No. 636.

Motion by Willrich, 2nd by Wright to approve 4-year agreement for preventative maintenance with Stryker Sales LLC for a Lucas Device (CPR machine) at an annual cost of $1,667.20. Motion passed 5-0
Motion by Willrich, 2nd by Strutt on Ordinance No. 637 – increasing the water rate charged by the City effective January 16, 2026, second reading. Roll Call Vote, Motion Passed 5-0

Assistant Public Works Director Josh Tiffany reported the team has been very busy with a few water and snow events, Hometown Christmas, and Tiffany and Rowe attended training
Motion by Wright, 2nd by Strutt to approve assuming the contract with CLK to push snow in front of and around 1414 Walnut Street effective December 16, 2025. Motion passed 5-0
City Engineer Bob Veenstra reported that he and John Cook have been in discussions with the developer of Skye View Estates. The project is in a hold pattern, but we will continue conversations.
City Engineer Veenstra reported that we have received results from water testing at various locations.
City Administrator John Cook shared a report from Travis Squires with ways to pay for capital improvement projects.
Council reviewed and discussed Law Enforcement Services provided by the Dallas County Sheriff's office.
Motion by Willrich, 2nd by Strutt to set public hearing on consideration of the approval of 28E Agreement with Dallas County for Law Enforcement Services for 7 p.m. on January 13, 2026. Motion passed 5-0
Motion by Strutt, 2nd by Willrich to accept the resignation of Council Member Bret Van De Pol effective at the close of business on December 31, 2025, due to his election as Mayor. Motion passed 5-0

Budget Workshops have been tentatively set for January 7th & 8th at 6 p.m. depending on when valuations are received.
Motion by Van De Pol, 2nd by Beaudet authorizing the City Administrator to issue a Request for Qualifications (RFQ) to several architectural firms. The selected firm will inspect the recently acquired 1414 Walnut Street property, assess staff needs, and develop a comprehensive renovation plan with cost estimates to convert the building into the new municipal administrative facility. Motion Passed 5-0
Motion by Beaudet, 2nd by Strutt on Resolution No. 2025-61 – authorizing City employees to voluntarily contribute unused sick leave to a sick leave bank for the benefit of Tina Cantrell. Roll Call Vote, Motion Passed 5-0
Motion by Wright, 2nd by VDP on Resolution No. 2025-62 – granting authorization to certain city officers and employees for banking activity at the Raccoon Valley Bank. Roll Call Vote, Motion Passed 5-0
