Dallas Center City Council Meeting Minutes
Mayor Bret Van De Pol opened a public hearing at 7:00 pm on adopting a six-year Capital Improvements Program for the period beginning July 1, 2025. There were no written comments. Julie Becker spoke in opposition of the CIP. Mayor Van De Pol closed the hearing at 7:06 pm.
Mayor Bret Van De Pol opened a public hearing at 7:06 pm on Amendment to the Fiscal Year 2025- 2026 Dallas Center City Budget. Bob Haxton spoke in opposition of the budget. Mayor Van De Pol closed the hearing at 7:12 pm.
The Dallas Center City Council met in regular session on February 10, 2026 at 7:12 pm. Mayor Bret Van De Pol called the meeting to order and led the Pledge of Allegiance. Council members present included Shellie Flockhart, Amanda Davison, Angie Beaudet, and Beth Wright. Also, present were City Attorney Ralph Brown, City Administrator John Cook, Finance Officer Kelly Groskurth, Public Works Director Brett Kaszinski and City Engineer Bob Veenstra.
Motion by Beaudet, 2nd by Wright to approve the agenda. Motion passed 4-0.
Public Comments
Bob Haxton spoke about property taxes. Julie Becker spoke in opposition of tax abatement.
Daniel Howell commented on water plant, Co-op mural and TIF.
Motion by Wright, 2nd by Davison to approve the consent agenda: [Approve minutes of January 13th regular meeting and February 4th budget meeting; January Treasurer's Report, Balance Sheet, and Budget Report; January Law Enforcement, Fire/Rescue, Compliance and Water Reports; Action to approve annual contract with TruGreen for 2026 spring and fall weed control at $5,127.31; Action to authorize Parks and Rec expenditure of up to $600 for children's activity items for Winter Indoor Event to be held February 21, 2026; Action to authorize Parks and Rec hiring of Burnett Complex ball field managers for 2026; Action to authorize Parks and Rec advertising for 2026 Pool Concession operator; Action to approve street closure for Easter activities in Mound Park on April 4, 2026; Approve invoices for payment (review committee Wright & Beaudet) Motion passed 4-0.
Kody Nielsen offered a presentation indicating his interest in office of Council Member. Motion by Beaudet, 2nd Wright to appoint Kody Nielsen to fill vacancy in office of Council Member due to Bret Van De Pol's resignation upon becoming Mayor. Roll Call Vote, All Ayes. Motion passed. Mayor Van De Pol administered the Oath of Office to Kody Nielsen.
Motion by Wright, 2nd by Davison to appoint Cliff Cockstrum to the Planning and Zoning Commission to fill a vacancy for the term ending October 1, 2027. Motion passed 5-0.
Scott Gustafson, GIT Insurance, gave an updated review of the City's upcoming insurance renewal and dividend payment to City from the partnership with EMC and IAMU Safety Group.
City Administrator John Cook and Daniel Willrich with Pelds Design Services of Des Moines spoke to the council regarding the architectural firm submission and interview conducted with three firms that submitted responses to the City's Request for Qualifications (RQF) to develop a comprehensive renovation plan for the new City Hall at 1414 Walnut Street.
Motion by Beaudet, 2nd by Wright on Resolution 2026-10 – approving an Agreement with Pelds Design Services of Des Moines, Iowa, for professional services in connection with the development of a renovation plan for the new City Hall for a total fee of $55,700. Roll Call Vote, All Ayes. Motion passed.
Ryan and Melissa Wyatt presented their case regarding the Notice of Violation dated January 19, 2026, issued by City Code Enforcement. The Wyatt's are raising poultry at their residence at 1004 Walnut in violation of Dallas Center Municipal Code Sections 165.34 (1) (D) and 165.34(2)(C) which prohibit the raising of poultry, chickens and other similar fowl and livestock in the R-1 Single-Family Residential District. Motion by Wright, 2nd by Davison to grant 30 days grace period to Ryan and Melissa Wyatt until the March, 2026 meeting at which an unbiased veterinarian and a rep from Hy-Line will be asked to attend.
Planning & Zoning Commission Chair Matt Ostanik provided a review of the items on the agenda.
Motion by Beaudet, 2nd by Flockhart on Resolution 2026-9 – approving Plat of Survey of Parcels 25-132, 25-133, and 26-8 submitted by Skye View Estates, LLC. Roll Call Vote, All Ayes. Motion passed.
Motion by Flockhart, 2nd by Davison to defer Planning and Zoning Commission's request that the Council refer to it a proposal to rezone the Skye View Estates, LLC until city administrator has a report to present. Motion passed 5 - 0.
Motion by Beaudet, 2nd by Wright to approve to set public hearing on proposed Ordinance No. 638 for 7 p.m. on March 10, 2026. Motion passed 5-0.
Shelley Horak presented the 2025 Parks Survey results. Horak will send results of the survey to be placed on the City's website and Facebook page.
Public Works Director Brett Kaszinski reported that the tree at the Trailhead has been taken down and tree carver will transform stump into a ear of corn the first week of March; BSI is now live and staff training will be in a week; Justin Rowe has received all of his grade 1 certifications; Josh Tiffany has received his grade 2 in water treatment; filling potholes; and a lot of training. Kaszinski provided an update on R16 project that will be done in conjunction with Dallas County
Motion by Beaudet, 2nd by Davison to approve to approve a quote from Material Handling Innovations of Des Moines, Iowa, for the purchase of a crane hoist system for an amount not to exceed $22,000 (which is needed to safely perform blower maintenance at the wastewater treatment plant). Motion passed 5-0.
Motion by Wright, 2nd by Beaudet on Resolution 2026-8 – approving a six-year Capital Improvements Program for the period beginning July 1, 2025. Roll Call Vote, Ayes-Beaudet, Wright, Davison & Flockhart and Nielsen abstained.
City Engineer provided an additional report about water softeners at the water plant.
Motion by Flockhart, 2nd by Wright to set public hearing on the proposed property tax levy for FY26-27 for 6 p.m. on March 31, 2026. Motion passed 5-0.
Motion by Beaudet, 2nd by Davison to defer setting proposed property tax levy for FY26-27 to February 17, 2026 at 7:00 pm. Motion passed 5-0.
Motion by Flockhart, 2nd by Beaudet to defer action to approve tax abatement applications – 4 applications – 107 Lake Shore Drive, 507 Sycamore Street, 1503 Fair View Drive, and 604 Oak View Court to February 17, 2026 meeting at 7:00 pm. Motion passed 5-0.
Motion by Beaudet, 2nd by Davison to approve on Resolution 2026-12 - assigning additional addresses to the building now known as 507 15th Street in Dallas Center and changing the address of the property at 509 15th Street. Roll call vote all ayes, motion passed
Motion by Wright, 2nd by Beaudet to approve software proposal resolution 2026-13. Roll Call Vote, All Ayes. Motion passed.

City Administrator John Cook provided an update on 1413 Walnut Street. Homeowner feels he can get a buyer and vacate the home by April 30, 2026.
Motion by Flockhart, 2nd by Davison to approve roof repairs for 1414 Walnut Street. Motion passed 5-0.
Discussion and possible action to approve Mhuka Designs quote to replace plants on Walnut Street will be deferred until the March 10, 2026 meeting.
