Dallas Center Council Orientation, January 7, 2026 The Dallas Center City Council met in special session to conduct a council orientation on January 7, 2026 at 6:00 pm. Mayor Van De Pol called the meeting to order. Council members present were Angie Beaudet, Beth Wright, Amanda Davison, and Shellie Flockhart. City Administrator John Cook, Finance Officer Kelly Groskurth, Public Works Director Brett Kaszinski, Library Director Tina Cantrell and City Attorney Ralph Brown were also present. Motion by Beaudet, 2nd by Davison to approve the agenda. Motion passed 4-0. City Administrator John Cook gave an administrative orientation and strategic vision for new incoming council members. No action was taken. Cook also presented status reports and planning for key infrastructure and capital projects, including the New City Hall, Water Plant upgrades, Walnut Walk-CIP, and ongoing residential developments. Finance Officer Kelly Groskurth led a discussion on the fundamental differences between government and business budgeting, detailed breakdown of revenue sources (TIF, LOSST, Property Taxes), and the FY27 budget adoption timeline. Groskurth also reviewed current reserves versus expenditures to determine the city's financial standing as of January 2026 and look ahead at upcoming budget amendments. No action was taken.
