Dallas Center Meeting Minutes-February 17, 2026 The Dallas Center City Council met in special session on February 17, 2026 at 7:00 pm. Mayor Van De Pol called the meeting to order. Council members present were Angie Beaudet, Shellie Flockhart, Kody Nielsen, Beth Wright and Amanda Davison. City Administrator John Cook, City Attorney Ralph Brown, Public Works Director Brett Kaszinski, and Finance Officer Kelly Groskurth. Motion by Beaudet, 2nd by Davison to approve the agenda. Motion passed 5-0. Motion by Wright, 2nd by Flockhart to disapprove tax abatement application – 1503 Fair View Drive. Motion passed 5-0 Motion by Beaudet, 2nd by Wright to approve tax abatement applications – 3 applications – 107 Lake Shore Drive, 507 Sycamore Street, and 604 Oak View Court. Motion passed 5-0 Motion by Wright, 2nd by Beaudet to set proposed property tax levy at 12.42414 for FY26-27. Roll Call Vote, Ayes – Davison, Nielsen, Wright, & Beaudet. Nays – Flockhart.
