Dallas Center Special Meeting Minutes-September 30, 2025 The Dallas Center City Council met in special session on September 30, 2025 at 6:30 pm at the Roy R. Estle Community Library. Mayor Danny Beyer called the meeting to order. Council members present included Bret Van De Pol, Amy Strutt, Angie Beaudet, Beth Wright and Daniel Willrich. Also, present were City Attorney Ralph Brown, City Administrator John Cook and Public Works Director Brett Kaszinski. Motion by Van De Pol, 2nd by Beaudet to approve the agenda. Motion passed 5-0. Motion by Van De Pol, 2nd by Strutt to approve October 25, 2025 as Beggar's Night in Dallas Center from 6-8 pm. Motion passed 5-0. Marketa Oliver & Jené Jess with Theia Management Consultants presented the results of their Organization-Wide Administrative Review & Compensation Study. John Cook, City Administrator, reviewed his recommendations for staff realignment including finance officer position analysis, financial review of workspace upgrade and city hall/public works office project.
