Environmental Assessment for the Development of Hangar Facilities
at Merritt Island Airport

The Federal Aviation Administration (FAA), Orlando Airports District Office, announces that a Finding of No Significant Impact (FONSI) and Record of Decision (ROD) has been approved based on the findings of an Environmental Assessment (EA) prepared for proposed development of 58 aircraft storage hangars at the Merritt Island Airport (COI). The overall Proposed Development Project components evaluated in the EA are summarized below.
Clear and grub of 8.5 acres of existing airport property, including 1.7 acres of wetlands
Construct three new aircraft storage that will provide 58 individual storage units
Construct four taxilanes to access the aircraft storage buildings
Construct aprons outside each aircraft storage unitInstall utilities and exterior lighting to serve the hangar buildings
Construct approximately five acres of dry ponds and swales within the 8.53-acre site to treat stormwater from the new development
The requested Federal Action includes:
Unconditional approval of the portions of the COI Airport Layout Plan (ALP) depicting the project components that are subject to FAA approval
Determinations associated with the eligibility of the proposed project components for Federal funding
As described in the EA, the proposed hangars are expected to meet the demand for additional aircraft storage space at the airport. The project is expected to increase the number of aircraft based at COI and increase the number of annual aircraft operations at the airport by 30,962 in 2025 and 36,562 in 2030. The proposed development project is anticipated to house small aircraft, such as single-engine piston aircraft, and primarily be used by private recreational flying users. The increase in vehicular traffic to the airport should be minimal. The EA analyzed the increase in aircraft noise levels associated with the proposed development project. The noise analysis provided in the EA determined the projected increase in aircraft operations at the airport would not result in a significant noise impact. The Proposed Action will impact 1.79 acres of wetlands. Mitigation for the wetland impacts is required and is anticipated to be provided through the purchase of mitigation credits at an approved mitigation bank. The Proposed Action will also result in 8.7 acres of fill and 3.45 acres of new impervious surface within the 100-year floodplain. The project occurs within an open drainage basin that is connected to coastal waters and would not have an appreciable effect on the floodplain. In addition, the Proposed Development Project is not expected to impact air quality, protected species or their habitats, historical and cultural resources, or other water resources. The EA did not identify any significant environmental, social, or economic impacts associated with the FAA's Proposed Action.
The FONSI/ROD indicates that the FAA Proposed Action is consistent with existing environmental policies and objectives as set forth in the National Environmental Policy Act of 1969 in that it will not significantly affect the quality of the human environment.
