EPE's Notice of Application to Implement Fuel Refund
NOTICE OF APPLICATION TO IMPLEMENT
AN INTERIM FUEL REFUND
On February 13, 2026, El Paso Electric Company (EPE or Company) filed an Application with the Public Utility Commission of Texas (PUC or Commission) to implement an interim refund of a net over-recovery of fuel costs incurred through December 2025. The docket number assigned to this proceeding is PUC Docket No. 59373. This application was made under 16 Texas Admin. Code § 25.237(a)(3)(B) and, if granted, will affect all EPE Texas retail customers who take service under a tariff rate schedule having a Fixed Fuel Factor clause.
The total amount of the net over-recovery balance to be returned to customers through the proposed refund is $40,054,380, inclusive of interest through the end of the refund period. EPE proposes a refund period of three months and requests that the proposed refund be effective with the first billing cycle for the March 2026 billing month and conclude with the final billing cycle for the May 2026 billing month for any customer that will be refunded through a factor applied to their kilowatt-hour usage over the refund period. Transmission level customers and seasonal agriculture customers in Rate Class 34 will receive the amount to be refunded in the March billing month. The effect of the refund on customers' bills will vary depending on the rate schedule under which they take service. The bill impact on a typical residential customer is based on the historical average consumption in the months of March, April, and May 2026. The monthly total bill credit for an average consumption of 464 kWh during the non-summer months of March and April is $16.14, representing a 23.32% reduction in total bills. For an average consumption of 904 kWh during the summer month of May, the bill credit is $31.44, representing a 23.28% reduction in total bills for May 2025.
This refund will be subject to final review by the Commission in EPE's next fuel reconciliation.
