ESD BUS STOP SHELTER INSTALLATIONS
The City of Bloomington Department of Economic and Sustainable Development is requesting proposals from qualified and experienced construction companies to install concrete pads and five bus stop shelters at specified locations across the City of Bloomington, Indiana.
Contractors must create a FREE account with the City of Bloomington's OpenGov e-Procurement Portal by signing up at https://procurement.opengov.com/portal/bloomingtonin and downloading the proposal information packet.
The City is accepting electronic proposal submissions only through the e-Procurement Portal. Proposals must be electronically submitted by 11:00 a.m. local time, Wednesday, October 1, 2025. Proposals received after this date and time will not be considered or accepted.
All bidders, quoters, vendors, and grant recipients with the City of Bloomington for projects exceeding $10,000.00 that will result in a Contract must submit a Contract Compliance Certification form and Living Wage Affidavit (when applicable) before entering into a Contract with the City. The Contract Compliance Certification form will require all bidders, quoters, proposers, vendors, and grant recipients to comply with all federal laws and regulations related to Equal Employment Opportunity and Anti-Discrimination laws for the contract term(s). Each Respondent to a solicitation will confirm that they have a written Harassment Policy as defined by the City and that they do not operate any programs promoting Diversity, Equity, and Inclusion (DEI) that violate any applicable federal anti-discrimination laws.
The Living Wage Affidavit affirms that Respondents comply with Bloomington Municipal Ordinance 2.28 if they are considered a "covered employer". Employers subject to the code are required to pay their covered employees a living wage. Currently, the 2025 Living Wage is $16.22 per hour, up to $2.43 of which may be provided in the form of the covered employer's contribution to health insurance. The Department of Economic and Sustainable Development reserves the right to accept or reject any or all proposals, either in whole or in part; to award a contract to other than the lowest proposal; to waive any irregularities and/or informalities; and in general to make awards in any manner deemed to be in the best interest of the City.
