Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and Wetlands

This is to give notice that the City of Broussard has determined that the following proposed action under the Louisiana Department of Environmental Quality Clean Water State Revolving Fund Loan Program is located in a floodplain and may potentially affect wetlands. The City of Broussard will be identifying and evaluating practicable alternatives to locating the action in the floodplain/wetland areas and the potential impacts from the proposed action, as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is located in the City of Broussard, Lafayette Parish.
The proposed project is to improve the City's sewer infrastructure through a three-part project. Part 1 is new gravity sewer along South Bernard Road. Part 2 is the upgrading of an existing temporary lift station near the intersection of South Bernard Road and Ambassador Caffery, and Part 3 is a second area of new gravity sewer along Ambassador Caffery between South Morgan Street and St. Etienne Road.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands it must inform those who may be put at greater or continued risk.
Written comments must be received by the City of Broussard at the following address on or before May 5, 2026 and may be submitted to Mayor Ray Bourque, 406 East Madison Street, Building A, Broussard 70518. A full description of the project may also be reviewed during the hours of 9:00 a.m. to 4:00 p.m., Monday through Friday, at the Broussard City Hall, 406 East Madison Street, Building A. No action will be taken before that date.
