Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain

This is to give notice that Florida Housing Finance Corporation (FHFC) has determined that the following proposed action under the HOME Investments Partnerships American Rescue Plan Program (HOME-ARP) financing under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA), in accordance with section 288 (42 U.S.C. 12838), is located in the 100-year floodplain, and FHFC will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is called Bayside Breeze and is for the construction of a multi-family development with 100 living units located within a 100-year flood zone. The proposed project is located at 27 Robinwood Drive, Fort Walton Beach, Okaloosa County, Florida. The proposed project area totals 4.0± acres within the 100-year flood zone. Areas within flood zones can provide potential benefits such as fish and wildlife habitat protection, natural flood and erosion control, surface water quality maintenance, groundwater recharge, and biological productivity.
There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about the floodplain can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.
