Early Notice of Potential Impacts to Floodplains and Wetlands from Repairs to the Butler Dam Water Outlet Structures
This notice is to comply with Section 2(b) of EO 11990 and Section 2(a) of EO 11988, which requires early notice for actions that could potentially affect wetlands and floodplains. Due to damage sustained from Hurricane Helene, Fort Gordon proposes making multiple repairs to the area below Butler Dam to return it to compliance with FEMA 534 regulations and Army Regulation 420-1, Army Facilities Management, Chapter 7, Transportation and Dams. The primary repairs will be to the existing stilling basin berm and its outlet structure. As part of these repairs, Fort Gordon plans to clear debris and woody vegetation from the spillway outlet. This would include vegetation within 50 ft. of the dam slope, within 15 ft. of the abutments, and any woody vegetation in the auxiliary spillway. These repairs are to prevent further erosion in the area that could lead to a failure of the dam itself and destruction of the stilling basin.
