Essential Water Solutions, LLC., Facility Resource Conservation and Recovery Act (RCRA) Post Closure Permit 35580-016-HF Notice of Pilot Test Activities for Solid Waste Management Unit Two (South Pond) Essential Water Solutions, LLC, hereby provides Notice of pilot test activities summarized below. The project is located at the Essential Water Solutions Mulberry Facility (Formerly KC Industries), 2420 Old Highway 60, Mulberry, Florida 33860, in Polk County (File 0365244-002-UO/l I, WACS ID 50775). The permittee will initiate a pilot test at the South Pond, a man-made pond located wholly within the permittee's property and with no connections to another surface water body, to evaluate the feasibility and performance of adding an alkaline amendment to the pond's water to: Raise the pH of the pond's water to neutral levels.Reduce the solubility of metals in water, resulting in precipitation of these metals and lower dissolved metal concentrations in the pond's water.Minimizing the need to use corrosion-resistant equipment in any potential future dredging of the pond's sediments.Improving downgradient groundwater quality by potentially lowering the concentration of dissolved metals. The system startup and operations are intended to start on or about August 3, 2026, and are being conducted under the provisions of the above permit and with the approval of the Florida Department of Environmental Protection, who has permitting jurisdiction under Chapter 403 of the Florida Statutes ( F.S.) and the rules adopted thereunder. The pilot test is exempt from permitting procedures. The Department has determined that any subsequent remedial work post-the pilot test at the pond will require the Department's authorization for the proposed work.
