FRED Board Meeting Public Notice July 2026 NOTICE Public Hearing and Regular Meeting The Board of Directors for the Florida Resiliency and Energy District (FRED) NOTICE IS HEREBY GIVEN that the Public Hearing and In Person Board Meeting of the Board of Directors (the "Board") of the Florida Resiliency and Energy District ("FRED") will be held at 156 Tuskawilla Road, Suite 2340, Winter Springs, Florida 32708 on July 9, 2026, beginning at 10:00 A.M. (EST), or as soon thereafter as practicable. The purpose of the Public Hearing is for the Board to consider the following Resolutions: Resolution No. F26-15 – Assessment Resolution, Relating to Special Assessment Revenue Note (2320 North Liberty Street Commercial PACE Project), Series 2026 (Vote Required) The title of Resolution F26-15 is as follows: A RESOLUTION OF THE FLORIDA RESILIENCY AND ENERGY DISTRICT AMENDING ARTICLE III, SECTIONS 3.01(A) AND 3.06 OF RESOLUTION NO. F26-05; PROVIDING FOR AN EFFECTIVE DATE. Resolution No. F26-16 – Assessment Resolution, Relating to the following Special Assessment Revenue Note (1390 Spinks Lane Commercial PACE Project) Series 2026 (Vote Required) Resolution No. F26-17 – Assessment Resolution, Relating to the following Special Assessment Revenue Note (200 North Laura Street Commercial PACE Project) Series 2026 (Vote Required) Resolution No. F26-18 – Assessment Resolution, Relating to the following Special Assessment Revenue Note (9001 Town Center Parkway Commercial PACE Project), Series 2026 (Vote Required) The title of Resolutions F26-16, 17 and 18 is as follows: A RESOLUTION OF THE FLORIDA RESILIENCY AND ENERGY DISTRICT RELATING TO THE FINANCING OF QUALIFYING IMPROVEMENTS UNDER THE FLORIDA PROPERTY ASSESSED CLEAN ENERGY (PACE) ACT; ESTABLISHING THE TERMS AND CONDITIONS FOR IMPOSING SPECIAL ASSESSMENTS RELATED TO SUCH QUALIFYING IMPROVEMENTS; APPROVING THE ASSESSMENT ROLL; DIRECTING THAT THE ASSESSMENT ROLL BE CERTIFIED TO THE APPROPRIATE TAX COLLECTORS; PROVIDING FOR COLLECTION OF THE ASSESSMENTS; PROVIDING FOR AN EFFECTIVE DATE. Resolution No. F26-19 – Annual Assessment Resolution, Relating to Special Assessment PACE Revenue Notes, Commercial (Vote Required) The title of Resolution No. F26-19 is as follows: A RESOLUTION OF THE FLORIDA RESILIENCY AND ENERGY DISTRICT RELATING TO THE FINANCING OF QUALIFYING IMPROVEMENTS UNDER THE FLORIDA PROPERTY ASSESSED CLEAN ENERGY (PACE) ACT; APPROVING THE ANNUAL ASSESSMENT ROLL FOR COLLECTION OF THE ASSESSMENTS IN OSCEOLA COUNTY; DIRECTING THAT THE ASSESSMENT ROLL BE CERTIFIED TO THE OSCEOLA COUNTY TAX COLLECTOR;; PROVIDING FOR LIEN STATUS; AND PROVIDING FOR AN EFFECTIVE DATE. Resolution No. F26-20 – Assessment Resolution, Relating to Special Assessment Revenue Note (10921 Southwest 7th Street Commercial PACE Project), Series 2026 (Vote Required) The title of Resolution F26-20 is as follows: A RESOLUTION OF THE FLORIDA RESILIENCY AND ENERGY DISTRICT AMENDING ARTICLE III, SECTIONS 3.01(A) AND 3.06 OF RESOLUTION NO. F26-12; PROVIDING FOR AN EFFECTIVE DATE. The Board may consider any business which may properly come before it. Persons desiring to provide public comment will be given the opportunity to be heard and to express their views. Written comments may also be submitted in advance to the FRED Administrator, Florida Development Finance Corporation, 156 Tuskawilla Road, Suite 2340, Winter Springs, FL 32708. In addition, public comment may be submitted in advance via email to the FRED Administrator at info@fdfcbonds.com. Written comments and emails received in advance of the meeting will be read aloud to the Board and the public and will be incorporated into the meeting minutes. The meetings are open to the public and conducted in accordance with the provisions of Florida law. Meetings may be continued as found necessary to a time and place specified on record.
