Final Notice and Public Explanation of a Proposed Activity in a Floodplain To: All interested Agencies, Groups and Individuals This is to give notice that Terracon in conjunction with Florida Housing Finance Corporation (FHFC) under 24 CFR Part 58 has conducted an evaluation as required by Executive Order(s) 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under U.S. Department of HUD's HOME Investment Partnerships American Rescue Plan (HOME-ARP) Program. Southport Development Inc. is proposing to construct one-hundred and sixty-eight (168) affordable multi-family units in seven, three-story Garden Style apartment buildings on three parcels located in the southeast quadrant of County Road 827A & State Road 80 (Southern Boulevard), Belle Glade, Palm Beach County, FL. The purpose of this construction project is to meet Palm Beach County's affordable housing needs. The site is approximately 14.4-acres of undeveloped land and is located within the 100-year floodplain. The development will also include parking, a splash pad, and a playground. The development will serve households with incomes of 30, 50, 60, 70, and 80 percent at or below the Area Median Income (AMI).The development has obtained an award from FHFC to include a State Apartment Incentive Loan, Non-Competitive Housing Credits, and HOME-ARP funding. The natural and beneficial functions and values of the floodplain mainly serve as floodwater conveyance, groundwater recharge, and erosion control. The project will include a stormwater retention area to accommodate additional run-off. No impact to any threatened or endangered species is anticipated. FHFC has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain: Multiple sites within Palm Beach County were considered that were located outside the floodplain; however, these sites did not meet the Southport Development, Inc.'s project site selection criteria. Further, while the site is located in a 100-year floodplain, elevating the site would require only minimal engineering for the structures to achieve the appropriate elevation. The proposed site is the only location that satisfies the Southport Development Inc.'s criteria for the project without being cost-prohibitive. The no action alternative is also impracticable because it will not satisfy the need to assist underserved communities in Florida with their housing needs. Under the no action alternative, the need for affordable housing in Palm Beach County would continue growing. The no action alternative was not selected since the proposed site's impacts on human health, public property, and floodplain values can be mitigated and minimized. FHFC has reevaluated alternatives to building in the floodplain and has determined that it has no practicable alternative to floodplain development. Environmental files documenting compliance with Executive Order 11988, as amended by Executive Order 13690, are available for public inspection, review and copy upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in a floodplain, it must inform those who may be put at greater or continued risk. Written comments must be received by the FHFC at the following address on or before October 20, 2025: FHFC, 227 N. Bronough St, Suite 5000, Tallahassee, FL 32301, Attention: Ms. Angeliki G.
