Franchise Ordinances of CAEC and its subsidiary, Central Access, Inc. An ordinance granting a non-exclusive franchise to Central Alabama Electric Cooperative and its subsidiary, Central Access, Inc., to construct, maintain, and operate fiber optic and broadband communications infrastructure within the public rights-of-way of the Town of Pine Level, Alabama. The ordinance applies to broadband and telecommunications services and establishes the terms and conditions for the use of municipal rights-of-way, including compliance with Town regulations, insurance and indemnification requirements, and payment to the Town of a five percent (5%) use fee on gross revenues derived from services provided within the Town. The franchise term is ten (10) years, unless earlier terminated as provided in the ordinance. Adopted by the Town Council of the Town of Pine Level on February 12, 2026, and effective upon publication on March 27, 2026.
