Franklin Lakes ZBA - Rockland Electric Company Substation Upgrade
PUBLIC NOTICE
PLEASE TAKE NOTICE that Rockland Electric Company ("RECO" or "Applicant") has filed an application with the Borough of Franklin Lakes Zoning Board of Adjustment for approval of proposed upgrades to the existing public utility substation ("Substation") on Property, which includes Block 1504 Lot 2, and Block 1512.01 Lots 12, 13, 15, & 18 as designated on the tax map of the Borough of Franklin Lakes, more commonly known as 897 Franklin Avenue, Franklin Lakes, NJ.
The upgrades to the Substation are necessary to boost reliability and resilience to the greater Franklin Lakes area and increase capacity to meet current and future energy demands.
The following variances are requested from the Borough of Franklin Lakes Land Use Code:
1) §300-121(F)(1) for fence height greater than 5 ft, 11ft fence proposed;
2) §300-121(F)(4) for retaining wall not terraced and greater than 4ft;
3) §300-121(F)(11) for barbed wire on fence;
4) §300-107(E) for building height greater than 40ft, 40.96ft proposed;
5) §300-107(E) for driveway closer than 10ft from side yard; and
6) Use Variance for Substation not being permitted in A22.5 Zone §300-107.
Approval is also sought for such additional variances, waivers, exceptions and/or other relief (whether preexisting or not) from the requirements of the Borough Land Use Code, as may be deemed necessary or required at the time of the hearing on this matter.
The public hearing on this Application shall be held on June 11, 2026 at 7:00 p.m. at Borough Hall, 480 DeKorte Drive, Franklin Lakes, New Jersey, at which time you may appear in person or by an attorney to present any objections or comments which you may have regarding this application.
A copy of the application and related materials are on file in the Office of the Clerk to the Board, Borough Hall of Franklin Lakes, 480 DeKorte Drive, Franklin Lakes, NJ 07417. The application and related materials will be placed on the Website of the Borough of Franklin Lakes (www.franklinlakes.org) for public inspection. If a member of the public lacks the ability to access the application and related materials, that member of the public may contact Elizabeth Baker, Board Secretary at 201-891-4000, Ext. 1220 or at ebaker@franklinlakes.org to make alternate arrangements to review the application and related materials, and the exhibits.
Members of the public may participate in the meeting according to the customary practice and procedures of the Zoning Board of Adjustment of the Borough of Franklin Lakes.
