Gilbert City Council Special Meeting Minutes Council Chamber September 20, 2025, at 8:00 AM Present: Mayor Jonathan Popp. Councilmembers; Steve Mahoney, Frank Rydl, Tera Sitzmann and Carmon Wilson. Guests: City Engineer Mitch Holtz, Fire Chief Brain Grove, Darrell & Christine Trujillo, Chris Aggen, Chad Wilson, Jeff Fierce, Ean Eldred, Natalie Eldred, Jared Knott, Josh Dubberke, Mindy Rash, Amy Griffin, Pat Griffin, Mason Griffin, Tyler and Jossie Gray. City employee: Mike Tjernagel. Mayor Popp led in the Pledge of Allegiance. Motion to approve consent agenda item; agenda for September 20, 2025. (Wilson/Rydl). MCU (4). Open Forum: no comments were made or presented. Motion to approve street closures for 2025 GCSD homecoming parade on October 2nd beginning at 1:00 pm. (Wilson/ Mahoney). MCU (4). Much discussion was held about the Request for Proposals the city received for a maintenance building addition. Motion to approve RFP by D&B Agro-Systems, Ltd. base bid plus alternate options for a total of $204,951.00. (Rydl/ Sitzmann). MCU (4). Motion to approve with references to engineer's comments a site plan for Gilbert LTD Subdivision – Lot 1 Pudenz Clinic. (Rydl/ Wilson). MCU (4). Motion to approve online hosting by Simmering & Cory for city code. (Mahoney/ Rydl). MCU (4). Motion to approve Phase 1/ Area #1 in the amount of $13,520.25 by Manatts for road repairs on Thompson Ave. (Rydl/ Sitzmann). MCU (4). Mayor Popp spoke to the council about his time at the IA League of Cities conference in Des Moines the past week. Next regular council meeting will be Monday, October 6, 2025, at 6:30 pm.
