The Regular Meeting was called to order at 6:00 p.m. by President Nathan Kerns.
The following members of the board answered the roll call: Josh Bennett, Nathan Kerns, Mindy Rash and Andrew Ricklefs. Absent: Jerud Thompson

ORAL REPORTS Announcements/Celebrations
Introduction of New Asst. High School Principal for 2026-2027 School Year - Dr. Justin Johnson, the newly appointed Assistant High School Principal, was present to introduce himself to the Board. The Board extended a warm welcome to Dr. Johnson as he joins the Gilbert Community School District.
End of Year Celebration The board extended its appreciation to Carrie Clark for her assistance in the celebration, along with all the staff assisting in the celebration, and Jerud Thompson for addressing the staff on their behalf.

Garage Sale at Gilbert Elementary Update - June 6, 2026 Secretary Hopkins provided a brief update on the Elementary Garage Sale, which generated approximately $4,000.

Mental Wellness Written Report - Lindsey Good
Teresa Belden, Employee Services Manager for EFR Employee & Family Resources, will be at the back-to-school staff meeting to provide information regarding the district's Employee Assistance Program.

2026-27 Student Representative - Isaac Holtan
SF2472 - Property Tax Reform Legislation Adoption
Secretary Hopkins and Matt Patton, Interim Superintendent, provided the board with a brief update on the new Iowa Property Tax Reform. It is estimated that Gilbert will see an estimated reduction in SAVE revenue of ($10,561,744) from 2027 through 2051. The SAVE was extended until 2071, instead of sunsetting in 2051. With these new Iowa Property Tax Reform changes, S&P placed all Iowa school districts with rated SAVE Bonds outstanding (112 districts) on credit-watch negative for possible downgrade in credit rating. Gilbert is currently at an A+/Stable rating, but will most likely be moved to an A+/Watch Negative rating.
Policy Committee UpdateNeed to set a Committee Meeting Date for July
The committee will be meeting at the end of July and will bring the policies to the August board meeting.
2026-27 Board Meeting Schedule The board reviewed the 2026-27 Board Meeting Schedule.
2027 IASB Legislative Priorities - Pick Five (5) The board will review and email Secretary Hopkins their top five (5) by August 5th. The board will vote for the top 5 at the August 10 regular board meeting, along with the Board Delegate.

NEW BUSINESSConsideration and Possible Approval of the Real Estate Purchase Agreement for Property Located near GW Carver Ave. and 180th Street, Gilbert, IA to be Used for the Consideration of a Transportation Facility Andrew Ricklefs provided a brief update on the potential purchase of land. The purchase agreement is currently being reviewed and has not been signed. Since there is not a signed purchase agreement, a motion was made to table action until the July 13 regular board meeting.
