Notice of Public Comment Period and Public Hearing
 
Background - The County of Somerset is the recipient of federal entitlement HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) funds.  As a condition of receipt of these funds, the County prepared and submitted a HOME-ARP Allocation Plan, which in itself was an Amendment to the Program Year 2021 Annual Action Plan, to the US Department of Housing and Urban Development (HUD).
 
Available Funds – In Program Year 2021, The County received from HUD an allocation of $2,027,018.00 in HOME-ARP funds.  During Program Year 2024, the County received an additional $3,067.00 in HOME-ARP funds.  This Amendment recaptures and reprograms $143,179.00 of the original allocation and awards the additional $3,067.00.
Range of Eligible Activities - Funds available under the HOME-ARP Program will be used for activities that may include: (1) development and support of affordable housing, (2) tenant-based rental assistance (TBRA), (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units.
 
Program Limitations - The HOME-ARP Program has certain legislative and regulatory limitations on the use of funds which restricts the types of projects and activities which may be funded under this program, including the requirement that funds must primarily benefit individuals and families in specified "qualifying populations."  These qualifying populations are as follows: (1) Homeless (as defined in 24 CFR 91.5); (2) At Risk of Homelessness (as defined in 24 CFR 91.5); (3) Fleeing, or Attempting to Flee, Domestic Violence (as defined in 24 CFR 5.2003), Dating Violence (as defined in 24 CFR 5.2003), Sexual Assault (as defined in 24 CFR 5.2003), Stalking (as defined in 24 CFR 5.2003), or Human Trafficking; and (4) Other Populations, where supportive services or assistance would prevent the family's homelessness or would serve those with the greatest risk of housing instability.
 
Proposed HOME-ARP Allocation Plan and Action Plan Amendment – The County will submit to HUD an Amendment to the HOME-ARP Allocation Plan, which itself was an amendment to the PY2021 Annual Action Plan.  This new Amendment is, by consequence, also an Amendment to the PY2021 Annual Action Plan.  This Amendment is based on a review of project proposals submitted to the Somerset County Community Development Office and the County's experience in the administration of prior grants.
Availability of HOME-ARP Allocation Plan Amendment – Pursuant to the provisions of federal regulations and the County's Citizen Participation Plan, the County is providing notice that the Amendment to the HOME-ARP Allocation Plan and the projects included in this Amendment are now available for review on Somerset County's website at the following location: https://www.co.somerset.nj.us/government/human-services/community-development/cdbg-and-home/public-notices. Citizen Comments – Persons wishing to comment on the HOME-ARP Allocation Plan Amendment should respond to the County during the comment period, which extends for a period of at least thirty (30) days, beginning on October 30th, 2025 and ending on December 1st, 2025.  All comments should be addressed to Jeremy Hirsch, Principal Planner, Somerset County Community Development Office, 27 Warren Street, PO Box 3000, Somerville, NJ 08876-1262 or Hirsch@somersetcountynj.gov. Comments may also be presented at the public hearing on the HOME-ARP Allocation Plan Amendment to be held November 20, 2025 at 5:00 PM.  This meeting will be held in-person – in the 4th floor conference room at 27 Warren Street in Somerville – and via a virtual Microsoft Teams meeting.
