EASTHAM PHASE 1 COLLECTION SYSTEM – CONTRACT 2
Bids for the Eastham Phase 1 Collection System – Contract 2, Eastham, MA project will be received until 1:00 p.m. eastern prevailing time on Thursday, August 13, 2026. Bids shall be submitted electronically at www.ProjectdoC.com. For assistance, contact Projectdog, Inc. at 978.499.9014. Bid Forms and Contract Documents will be available electronically at no cost on ProjectdoC.com under Project ID #261169, beginning July 23, 2026 at 1:00 p.m. Tutorials and instructions are available online at www.ProjectdoC.com, and instructions for submitting Bids are included in Section 00100, Instructions to Bidders and Standard Operating Procedure Submission (SOPS). Each Bid shall also be accompanied by a Bid security in the form of a bid bond or certified, treasurer's, or cashier's check in the amount of 5 percent of the value of the Bid. All Addenda must be acquired electronically at www.ProjectdoC.com. Any amendment to the Bid documents shall be issued through written Addenda and posted to the Projectdog website accompanied by e-mail notification to every individual or firm on record as having received the Bid documents. In general, and without limitation the work under this Contract includes, but is not necessarily limited to, furnishing all labor, services, equipment, and materials for the installation of approximately 11,300 linear feet of 8-inch PVC gravity sewer piping, manholes, and services; 1,350 linear feet of 4-inch PVC pressurized sewer force main piping, valves, and air release manholes; 4,900 linear feet of 2-inch PVC low-pressure sewer main piping, service laterals, valves, intermediate flushing manholes, and terminal flushing manholes; erosion and sedimentation controls; excavation support and dewatering; paving and site restoration; and all other incidentals and appurtenances related to the work. MassDOT Prequalification is required. It is the intent of this Contract to begin construction in or around Spring 2027, and to complete all construction activities within 900 calendar days, excluding final road surface restoration. Successful Bidder must furnish 100 percent Performance Bond and 100 percent Payment Bond with a surety company acceptable to the Owner. Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. State and Federal Minimum Wage Rates are contained in Appendix B and C of the Contract Documents, respectively. This project requires compliance with the Department of Environmental Protection's Diesel Retrofit Program. This project is funded in part by the Massachusetts Clean Water Trust (the "Trust"). The Contractor shall comply with all funding requirements. Pursuant to 40 CFR Section 33.301, the Contractor agrees to make good faith efforts whenever procuring construction, equipment, services, and supplies under an EPA financial assistance agreement. Records documenting compliance with the six good faith efforts shall be retained. The bidding and award of the Contract shall be in full compliance with Section 39M of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised.
