INVITATION FOR BIDS FOR A TELECOMMUNICATION FRANCHISE IN THE CITY OF COLONIAL HEIGHTS Notice is hereby given to all interested persons that the Colonial Heights City Council invites bids for a telecommunications franchise. All bids shall be in writing and delivered in time to be opened in public session during the City Council meeting held on April 14, 2026, beginning at 7:00 p.m., in Council Chambers of City Hall, 201 James Avenue, Colonial Heights, Virginia. At such meeting, the Mayor of the City of Colonial Heights, the Honorable T. Gregory Kochuba, shall receive and open the bids in public session. Bids may be submitted to Andrew A. Meyer, City Attorney, prior to the meeting; and Mr. Meyer will deliver the bids to Mayor Kochuba for opening during the April 14 Council meeting. The City of Colonial Heights already received a bid from Lumos Telephone LLC to operate a 15-year non-exclusive telecommunications franchise in the City; and the terms and conditions of Lumos's bid are specified in the draft Franchise Agreement Between The City Of Colonial Heights, Virginia, And Lumos Telephone LLC Allowing Lumos To Operate A Telecommunications System Within The City, that is part of Ordinance No. 26-8. The City would welcome other bids. Even if Council approves Ordinance No. 26-8, it may approve another telecommunications provider's bid. NOTICE OF PUBLIC HEARING CITY OF COLONIAL HEIGHTS, VIRGINIA Notice is hereby given to all persons affected or interested that at the Colonial Heights City Council meeting to be held at 7:00 p.m. on Tuesday, April 14, 2026, in Council Chambers of City Hall, 201 James Avenue, Colonial Heights, Virginia, the City Council shall hold a public hearing to accept comments on the following: AN ORDINANCE NO. 26-8 To grant a non-exclusive franchise to Lumos Telephone LLC to operate a telecommunications system in the City of Colonial Heights, Virginia and to approve a Telecommunications Franchise Agreement. A copy of the proposed ordinance is on file for public examination during regular business hours in the City Clerk's Office in City Hall, 201 James Avenue, Colonial Heights, Virginia; on the City's website www.colonialheightsva.gov; or may be received by calling the City Clerk at 804-520-9360. All persons affected or interested are invited to be present at the public hearing of the City Council, to be held at the time and place stated above, when an opportunity will be given for them to be heard.
