INVITATION FOR BIDS Antrim Township Municipal Authority (Owner) is requesting Bids for the construction of the following Project: Well Completion & Conococheague Lane Water Treatment Plant Bids for the construction of the Project will be submitted electronically through PennBid (https://pennbid.bonfirehub.com) until local time. On Wednesday, April 8, 2026, at 3 PM local time the Bids received will be publicly opened and read. The Project includes the following Work: The proposed project consists of General Work and Electrical Work to furnish structures and appurtenances on the Well No. 3 and the Conococheague Lane Water Treatment Plant (CLWTP) sites, and piping and conduit extensions and connections within and between the sites to complete a functional system of treatment and partial distribution from a 179 gpm well, including all related work as shown and specified. Installation of specified equipment furnished by others, and connections to a 246,000 gallon water tank constructed by others, is part of this Project. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.bonfirehub.com Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Pre-bid Conference: A pre-bid conference for the Project will be held on Tuesday, March 31, 2026, at 10 AM at the Antrim Township Community Park Maintenance Building located at 2626 Conococheague Lane, Greencastle, PA 17225. Attendance at the pre-bid conference is encouraged but not required. Instructions to Bidders: For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Antrim Township Municipal Authority reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sales of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of one hundred twenty (120) days from the date of Bid opening. The award shall be given only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
