Contractors are invited to submit a prime contract bid offer for the
Teen & Study Rooms Improvements for the Frank J. Basloe Library.
The library will receive sealed bids at the Main Circulation desk, at the above address until
Monday, March 02, 2026, on or before 3:00 p.m.
Bids will be opened and publicly read aloud at 3:00 PM in the library's Washburn community room.
Bidders must submit a Bid Form and inclusive attachments, sealed in clearly labeled envelopes. Bidders are required to complete the Bid Form entirely. Bidders may provide additional required information as appropriate, but may not qualify their Bid in any way.
Bid Documents for the Stipulated Sum Contracts will be distributed as digital sets. Bidding Documents, Drawings and Specifications may be viewed online free of charge beginning February 16, 2026 at www.revplans.biddyhq.com under "Public Projects', or electronically downloaded for a non-refundable charge of one hundred dollars ($100.00). Complete sets of Bidding Documents, Drawings, and Specifications, on compact disc (CD) may be obtained from Rev, 28 Church Street, Unit 7, Warwick, NY 10990 Tel: 1-877-272-0216 for an additional fee.
This document invites contractors to bid on a single Prime Contract for the project renovating portions of the Library, including the demolition of primarily finishes, ceilings, lighting and other minor electrical; minor construction of new partitions, new wall and floor finishes, new ceilings, new lighting and other minor new electrical all resulting in the reconfiguration of two existing spaces; new doors, frames and finish hardware, minor extensions/reconfiguration of electrical work at renovated area, as noted on drawings and in the specifications. There is no plumbing work. There is minor replacement and extension of electric baseboard units in the project area.
The work of the successful bidder must be coordinated with the Owner who will be occupying the building throughout the project. Entrances, hallways and fire exits must be kept clear of work during normal hours of operation. Contractors will be permitted to work within the rooms/areas only prior to and during Library operating hours.
The project is tax exempt and a Tax Exempt Certificate will be provided to the successful bidder.
The project shall use Prevailing Wages for Herkimer County in NY State. The link to the Wage Rate Schedule is provided in the bid documents.
Contractors are required to provide Bid security in the form of a Bid Bond in the amount of a sum no less than 5 percent of the Bid Price. Performance Bond and Payment Bond for 100% of the Contract Sum will be required prior to executing the Construction Contract. Failure to submit the Bid Bond with the Bid may be cause for rejection. Refer to other Bidding requirements describes in Specification Section 002113 Instructions to Bidders.
A Pre-Bid Meeting has been scheduled for 9:00 a.m. on Friday, February 20, 2026 at the Library's Washburn Community Meeting Room. Minutes of the pre-bid meeting will be issued as part of an addenda. Bidders are encouraged to attend the Pre-Bid meeting along with any anticipated subcontractors as appropriate.

Bid offers will be required to be submitted under a condition of irrevocability for a period of forty-five (45) calendar days after submission.
The Owner expressly reserves the right to accept or reject any or all bids submitted in response to this bid solicitation and/or to accept any portion of said bid and reject the balance.
