Illinois Valley Central Dist. #321 Transportation Facilities Development Advertisement for Bids
The Illinois Valley Central School District #321, hereinafter called Owner, will receive sealed bids in duplicate at the IVC High School Main Office at 1300 W. Sycamore St. Chillicothe, IL 61523, for Transportation Facilities Development work including labor, tools, equipment, materials and services for construction until 3:30 P.M. prevailing time on Thursday, August 13, 2026, at which time bids will be publicly opened and read.
The Owner reserves the right to accept or reject any or all bids.
Project description:
The project includes site development and construction of a pre-engineered metal building(s) that will serve as Illinois Valley Central's transportation facilities. The project includes a base bid and three alternate bids.
The Base Bid includes site development, and an approximately 1,725 SF, slab-on-grade, pre-engineered metal building that will serve as a staff building.
Alternate Bid 1 includes two slab-on-grade, pre-engineered metal building bus garages, each approximately 8,700 SF. Alternate Bid 1 also includes two steel frame walkway canopies and foundations.
Alternate Bid 2 includes an approximately 3,580 SF, slab-on-grade, pre-engineered metal building that will serve as a maintenance garage.
Alternate Bid 3 includes 10" gravel surface parking lots and drives in lieu of 8" poured concrete paving.

Not less than the prevailing rate of wages shall be paid to all laborers, workmen and mechanics performing work on this project, within the meaning of the Illinois Prevailing Wage Act (820 ILCS 130/0.01, et seq.).
A Pre-bid Meeting will be held at 2:30 P.M. on Tuesday, July 21, 2026. Attendees are to assemble at the High School Library, at IVC High School 1300 W. Sycamore St., Chillicothe, IL 61523.

All bids shall be accompanied by bid guarantee consisting of bid bond, certified check or cashier's check made payable to Illinois Valley Central School District #321, in amount of five percent (5%) of the Base Bid. Failure of bidder to submit bid bond, certified check or cashier's check with bids to cover proposals bid upon is cause for rejection of their bid.
No bid shall be withdrawn for 60 days after opening of bids without consent of Owner.
Work shall start after Monday September 14, 2026, and be substantially complete by Friday September 3, 2027.
During the performance of this contract, the Contract shall not discriminate against any employee or applicant for employment on the basis of race, color, creed, national origin, gender, age or any other basis in violation of any applicable law, rule, regulation or ordinance and shall otherwise perform in accordance with all such laws, rules, regulations and ordinances.
Successful Bidders will be required to provide Surety Performance Bond and Labor and Material Payment Bond for all bids, each equal to 100% of the Contract cost on prescribed forms within ten (10) days after notice of acceptance is issued by Owner. Surety on bond shall be duly authorized company acceptable to owner.

The site of work has not yet been assigned an address. It is located on undeveloped farm land north of the 1000 block of W. Cloverdale Rd., Chillicothe, IL 61523.
