Indianapolis Department of Public Works Project Number TR-25-013
The City of Indianapolis (City), with funding from the U.S. Department of Transportation's Safe Streets for All direct recipient grant program which is administered by the Federal Highway Administration (FHWA), proposes to proceed with demonstration activities along North Rural Street to improve safety along the corridor. The project is located on North Rural Street from I-70 south to East Washington Street in Indianapolis, Marion County, Indiana.
The proposed project involves the installation of a series of temporary, low-cost improvements aimed at enhancing pedestrian safety and traffic operations. These improvements include restriping the roadway to create defined curbside parking lanes, adding paint-and-post curb bump-outs using flexible posts to narrow lanes near intersections, adding temporary bus platforms to bus stops, restriping existing crosswalks, and installing new crosswalk striping at additional local street intersections. Cross streets along the corridor may be temporarily utilized for staging or maintenance of traffic (MOT) implementation. The configuration of turn lanes at the signalized intersections would remain the same after installation is complete.
Construction is anticipated to begin in the Spring of 2026. Although the work is being completed as a demonstration activity, the City will have the option to leave these items in place if they effectively meet the purpose and need to enhance pedestrian safety and traffic operations along North Rural Street. The project will take place entirely within existing City right-of-way and within the existing roadway pavement between the curbs. Work will not extend below the existing pavement depth. The MOT would primarily be completed using mobile operations, allowing existing travel lanes to remain open along North Rural Street. An exception would occur at the intersection of Brookside Parkway South Drive, where temporary lane configuration changes would be necessary.
Properties listed in or eligible for the National Register of Historic Places (NRHP) located within the Area of Potential Effects (APE) include the Indianapolis Park and Boulevard System, the St. Philip Neri Parish Historic District, and the Indianapolis Public Library Number 3. The proposed project is located immediately adjacent to these properties. The City and FHWA have determined the project will have "No Adverse Effect" because it will not diminish the integrity of the historic properties for inclusion in the NRHP. Per the National Historic Preservation Act, the public is being asked to comment on the effect of the proposed project on the historic properties as directed by 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). In accordance with 36 CFR 800.4(d)(2), the documentation specified in 36 CFR 800.11(e) is available for review at the office of HNTB Corporation at 111 Monument Circle, Suite 1200, Indianapolis, Indiana.
