Inivtation to Bid - Silverton Cowing/Barger/Madison/Smith Waterline Improvements Only on-line bids will be accepted for this project. Paper bids will not be accepted. ON-LINE bids for the Cowing/Barger/Madison Waterline Improvements will be received on behalf of the City of Silverton by Denny Muchmore (Project Manager) of Westech Engineering, Inc., until the bid closing time of 2:00 p.m. local time on June 16, 2026. All prospective bidders must register with and obtain plans from the online plan distribution system (QuestCDN) (and pay the download fee noted below). QuestCDN) can be accessed at Westech Engineering's website at http://www.westech-eng.com (under the currently bidding tab). All prospective bidders choosing to submit a bid must submit an on-line bid and required bidding documents online through QuestCDN. Only prospective bidders who register with and obtain bidding documents from this online plan distribution system will have access to the online bidding system, at no additional cost (online bidding system can also be accessed at Westech Engineering's website as noted above, or directly from QuestCDN at www.questcdn.com). Bids will be opened and evaluated shortly after the bid closing time, and while bid totals and apparent low bidders may be available, formal written bid tabulations will not be finalized or released until after 4:00 p.m. (the submittal deadline for the "First-Tier Subcontractor Disclosure Form"). By no later than 4:00 p.m. local time on June 16, 2026 (i.e. 2 working hours after the bid closing), each bidder shall submit through the on-line bidding system noted above, the "First Tier Subcontractor Disclosure Form" contained in the bidding documents. This form shall be submitted regardless of the bid total. Bidders who fail to submit the required disclosure form will be considered non-responsive, and their bid will not be considered for award. The disclosure form can either be submitted at the same time as the on-line bid, or can be submitted separately. The work includes the following: Approximately 3,525 feet of 8 inch waterline (bid in 4 schedules) including connections, valves, hydrants, water services and appurtenances.
