NOTICE: INVITATION FOR BIDS
By KAWEAH DELTA HEALTH CARE DISTRICT
NOTICE IS HEREBY GIVEN that the Kaweah Delta Health Care District, hereinafter referred to as "Kaweah Health", is calling for and will receive Prime Contractors' sealed bids for its Kaweah Health Mental Health Expansion located at 1100 S. Akers St., Visalia, California.
1. A NON-MANDATORY PRE-BID CONFERENCE: Two (2) pre-bid conferences for Prime Contractors will be held. First Pre-Bid Meeting held at 10:00 a.m. on Wednesday, October 8, 2025 and the Second Pre-Bid Meeting held at 10:00 a.m. on Tuesday, October 15, 2025, at the project location 1100 S. Akers St., Visalia, California, for the purpose of acquainting all prospective bidders with the bid documents and project site information. Contractors are encouraged, but not required, to attend.
2. DESCRIPTION OF WORK:
This project will expand an existing 48,000 sq. ft. 63 bed mental health hospital by adding a new 12,800 sq. ft. wing. The new wing will consist of two separate units, one with 14 adolescent beds, the other with 8 pediatric beds. The units will have some nursing service spaces, but all patient care areas, including outdoor activity yards will be segregated by age. Additional work to support this construction to include renovated public toilet rooms and drinking fountain, equipment yard, drop-off canopy, improvements to accessible parking and walkways. The area where the existing building connects to the new building will be revised to provide a continuous corridor and to renovate the breakroom to better align with the use. The project will be bid as multiple prime contracts. This invitation for bid (IFB01) is for prime contracts listed below:

3. BASIS FOR BID: Bid shall be on a lump-sum basis.
4. TIME OF COMPLETION: Time of completion for this project shall be Three Hundred and Fifty (350) calendar days from the start of the project. All durations, activities and sequences shall be performed in the construction management Master Project Schedule and Section 01310 of the specification and as modified by a monthly schedule update, if any.
5. SUBMISSION OF BID PROPOSAL

6. BID OPENING: All interested parties are invited to attend the opening of Bid Proposals. All bids shall be made and presented only on the forms provided in the bid documents. Sealed bids shall be publicly opened and read after 2:00 p.m. on Thursday, November 6, 2025 at the office of the Construction Manager, Perch Construction, Inc. located at 7034 W. Pershing Court, Visalia, CA 93291.
It is each bidder's sole responsibility to ensure the bid is timely delivered and received at the designated location specified above. Any bid received at the designated location after the specified deadline shall be returned to the bidder un-opened.
7. EXAMINATION AND PROCUREMENT OF CONTRACT DOCUMENTS
It is mandatory that a Prime Contractor bidder obtain at least One (1) hard copy sets of the Contract Bid Documents from the Construction Manager. The documents are available from the Construction Manager, Perch Construction, Inc. located at 7034 W. Pershing Court, Visalia, CA 93291, Monday thru Friday between 9:00am and 4:00pm. Bidders may secure copies of the Contract Bid Documents from the Construction Manager, and on the following terms:
• One (1) sets hard copy of complete set (specifications and drawings), upon payment of $10.00 refundable deposit payable to Kaweah Delta Health Care District. A digital copy of the PDF files will be included without charge. Additional hardcopy sets may be purchased for $25.00 deposit per set. Additional $20.00 will be charged for each set that requires shipping.
8. CONTRACTORS LICENSE REQUIREMENTS: Each Prime Contractor bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the contract documents.
Subcontractors shall be licensed pursuant to California law for the trade necessary to perform the work called for in the contract documents, and registered with the California DIR online prevailing wage monitoring program.
9. BID FORMS: Each bidder shall submit with their bid, on the form furnished with the contract bid documents, a list of the subcontractors on this project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Sections 4100 et. seq.
Subcontractors' California license numbers and California DIR registration numbers shall be listed.
10. Substitution of Securities in Lieu of Retention: In accordance with California Public Contract Code Section 22300, KDHCD will permit the substitution of securities for any moneys withheld by KDHCD to ensure performance under the contract. At the request and expense of the Contractor, securities or the payment of funds equivalent to the amount withheld shall be deposited with a state or federally chartered bank as the escrow agent. Upon satisfactory completion of the contract, the securities shall be returned to the Contractor.
11. BID SECURITY: The bid proposal must be accompanied by a bid security, payable to Kaweah Delta Health Care District in an amount of ten percent (10%) of the total bid, in the form of a certified check, cashier's check, or a bidder's bond executed by a California admitted surety as defined in Code of Civil Procedure Section 995.120. Bid security will be retained until Agreement is signed and the required bonds are furnished. If the selected bidder refuses to sign the Agreement within seven (7) days after the Award, KDHCD will retain the bid security as liquidated damages.
To comply with California Code of Civil Procedure, 995.311, the bidder's bond shall be accompanied by a print-out of information from the Department of Insurance website http://www.insurance.ca.gov/ which confirms the surety is an admitted surety insurer.
12. COMPLIANCE WITH PREVAILING WAGE RATES:
Notice is given that this project is a public work, subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Section 1770, et. seq., of the California Labor Code, the successful Bidder and its subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations and shall comply with all laws and regulations relating to the employment of apprentices.
The Contractor represents and warrants that the Contractor and all of the Contractor's subcontractors are currently and throughout the duration of the project will be registered with the Department of Industrial Relations of the State of California as required by California Labor Code Section 1771.1 et seq.
13. SUBSTITUTION OF MATERIALS: Any request for substitutions pursuant to Public Contracts Code Section 3400 must be made on the form set forth in the Contract Bid Documents (and the form in Specification Section – SUBSTITUTION PROCEDURES in Division One) and included with the bid.
14. AWARD OF CONTRACT: KDHCD reserves the right to reject any or all bids, or to waive any irregularities or informalities in any bids or in the bidding. The award of the contract, if made by KDHCD, will be by action of the governing board and to the bidder with the lowest responsible bid based on the lowest total of the bid prices on the base contract and all additive or deductive items (if any) for the purpose of determining the lowest bid price. In the event an award is made to the lowest bidder, and such bidder fails or refuses to execute the Contract and provide the required documents within Fourteen (14) calendar days after "Notice of Award of Contract" to said bidder, KDHCD may award the contract to the next lowest bidder or release all bidders.
Unless otherwise required by law, no bidder may withdraw any bid for a period of sixty (60) calendar days after the date of the opening of bids.
15. PUBLICATION DATES: The Visalia Times-Delta, 10/1/2025 and 10/8/2025
This Invitation for Bids, as published, shall supersede Section 00020 of the Bid Documents.
