Invitation For Bids The City of Gardner Department of Public Works shall receive General Bids at the City of Gardner Procurement Office, 95 Pleasant Street, Room 217, Gardner, Massachusetts for the Construction of the James Street Pump Station Upgrades Contract No. 2026-019, until 12:00 PM prevailing time, Wednesday, October 29, 2025, at which time bids will be opened and publicly read aloud. Bids submitted after this time will not be accepted. Sub-Bids shall be received at the City of Gardner Procurement Office, 95 Pleasant Street, Room 217, Gardner, Massachusetts, until 1:00 PM prevailing time, Wednesday, October 22, 2025, at which time Sub-Bids will be publicly opened and read aloud. Sub-Bids submitted after this time will not be accepted. Sub-Bids will be required for the following work category: Category HVAC Division 15 Electrical Division 16 The Work of this Contract generally consists of all work associated with upgrading the existing water booster pump station including all electrical, mechanical, HVAC, SCADA, telemetry, and instrumentation work. Other work shall include site work, generator installation, and miscellaneous building modifications. Copies of the Specifications and Plans for the work may be obtained at the City of Gardner Procurement Office, 95 Pleasant Street, Room 217, Gardner, MA 01440, upon presentation of a company or certified check draw on a responsible bank or trust company, made payable to City of Gardner, in the amount of $100.00 per set of specifications and plans. Documents are available, at no charge, on the City's website: www.gardner-ma.gov/Bids.aspx. Said payments will be refunded to bidders upon return of such documents in good condition to the issuing office, postpaid if mailed, within 30 days of the bid opening. Refunds will be limited to two sets of Contract Documents for each bidder or non-bidder. The documents may be examined at the following locations: City of Gardner Department of Public Works 50 Manca Drive Gardner, Massachusetts 01440 Each bid shall be accompanied by a bid security in the amount of 5% of the total bid amount and in the form described in the Instructions to Bidders. A Performance Bond and Labor and Materials Payment Bond each in the amount of 100 percent of the contract price will be required in the form described in the Instructions to Bidders. Each General Bidder shall submit a DCAM Certificate of Eligibility and Update Statement for Pumping Stations with the bid. Each Sub-Bidder shall submit a DCAM Certificate of Eligibility and Update Statement with the Sub-Bid for the sub-trade on which they are submitting a sub-bid. No Bidder may withdraw his bid within 30 days (Saturdays, Sundays and legal holidays excluded) after the actual date of the opening of the General Bids. Minimum wage rates as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to27H, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. If the bidder views/obtains the plans and specifications from a source other than those noted in this Advertisement for Bids, the accuracy and/or completeness of the bid documents cannot be guaranteed and the bidder assumes the responsibility for obtaining any additional information regarding the project, including addenda, that may be required for bidding. Failure to acknowledge addenda issued during bidding shall designate a bid as non-responsive.
