Invitation - Solicitation of Early Trade Partner, Best-Value Selection JE Dunn Construction Company + Henry Carlson Construction, a Joint Venture, is soliciting proposals for an Early Trade Partner, Best-Value Selection Process for the Men's Level V Correctional Facility/State of South Dakota - Department of Corrections, at Sioux Falls, South Dakota OSE#C1224-01X. Mechanical, Plumbing, Fire Protection, Electrical, Security Electronics, Low Voltage Systems, Detention Equipment, Security Fences & Gates, Modular Precast Concrete Cells, and Precast Concrete Suppliers will be selected via a 2-phase process. Phase 1 includes a submission of qualitative proposals due on January 2nd, 2026, by 3:00PM CST. Phase 1 Qualitative Proposals shall be emailed to Samantha Moore, Project Administrator, at Samantha.Moore@jedunn.com. Samantha may also be contacted by phone at 816-292-8649. A pre-qualitative proposal conference will be held on December 12th, 2025 at 10:00AM. Shortlisted trade partners will be notified on/before January 9th, 2026. Shortlisted trade partners will then proceed with a Phase 2 estimate submission based on 50% construction documents which are due on February 5th, 2026 by 3:00PM CST. Phase 2 shall be submitted by email. Recipients of the estimate submission will be determined later and will be provided to shortlisted trade partners. A formal interview will follow and be conducted by a selection committee. Upon completion of each Trade Partner's Interview, Trade Partners will have approximately one week to reconcile their estimates and submit electronically on the State's Platform – hyperlinks will be provided to interviewed Trade Partners. Public Bid Openings will occur from February 19th, 2026, to March 4th, 2026. Final selection of all early trade partners, through the best-value selection process will be made on/before March 6th, 2026.
