3. Public Hearing on the FY 2026/2027 City Proposed Property Tax Dollars
City Administrator Mike Pogge-Weaver addressed the Council noting that this is the third year of this required public hearing. He reminded the Council that the April 20 meeting would be the main budget hearing where the details of the budget would be discussed. He reviewed the vision and mission of the City and the 2027 strategic goals identified during strategic planning.
Finance Director Sarah Swisher reviewed the 2023 legislation that required all property owners in Iowa to receive the school, city, and county budget year statement, which informs taxpayers of the upcoming public hearings on the proposed tax rates, which is formatted by the Department of Management, and mailed out by county auditors. She provided an overview of the information contained in the statement, noting that the current and proposed property taxation for the upcoming fiscal year for the school, city, and county is included in the mailing. Swisher advised that GIS Coordinator Brian Bakker had created a great tool that has been placed on the City's website, which allows property owners to enter their property address and see the previous property tax value, the current value and how the tax levy impacts that specific property. She noted that any applicable credits would also show in the breakdown using the tool, so property owners can see the full picture of the estimated proposed City tax.
Swisher then reviewed the breakdown of the proposed fiscal 2027 budget across all funds. She advised that the FY27 proposed budget contemplates keeping the levy rate flat for the third year. She reiterated that no action was being considered at this public hearing, and that action on the budget would occur at the April 20 meeting.
