Johnston City Council Work Session Monday, October 20, 2025 1. Opening of Meeting The meeting was called to order at 5:31 p.m. Members present Tom Cope, James Evans, Rhonda Martin, Suresh Reddy, Bryan Burkhardt (arrived at 5:33 p.m.) 2. Work Session Items A. Discuss FY2027-2031 Community Investment Program Updates - Parks and Stormwater Assistant City Administrator David Wilwerding led the review of the Parks and Stormwater proposed CIP document. Parks and Recreation Director Geoff Hubbard reviewed the proposed projects in the Parks CIP. Wilwerding noted that the Community Development Director is now handling stormwater, and that a stormwater master plan is underway, so besides what is noted in FY27, the remainder of the informational placeholders for now. Public Works Director Matt Greiner discussed the emergency relocation of a 16-inch water main and the stabilization that will need to occur in the future. B. Update on Strategic Planning Initiatives City Administrator Mike Pogge-Weaver provided an update on the strategic planning initiatives. There was discussion regarding the new work session format. 3. Agenda Review No review occurred. 4. Department Updates A. Police Department Due to time constraints no updates were provided. 5.
