LEGAL NOTICE (Docket No. 26-35 thru 26-37)
STATE OF LOUISIANA, DEPARTMENT OF CONSERVATION AND ENERGY, BATON ROUGE, LOUISIANA.
In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, FEBRUARY 10, 2026, upon the application of EXPAND OPERATING, LLC.
At such hearing the Department of Conservation and Energy will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Haynesville Zone, Reservoir A, in the Bethany-Longstreet Field, Caddo Parish, Louisiana.
1. To permit said applicant to drill, designate and utilize two cross unit horizontal wells as alternate unit wells for HA RA SU87, HA RA SU97, and HA RA SU98, at the locations and in the general manner shown on the plat submitted with the application and made a part hereof, in exception to the spacing provisions of the 289-R Series of the Department of Conservation and Energy Orders.
2. To find that the proposed alternate unit wells are necessary to efficiently and economically drain a portion of the Haynesville Zone, Reservoir A, underlying HA RA SU87, HA RA SU97, and HA RA SU98, which cannot be so drained by any existing well within such units, including portions of the participating units that are contained within 100' of either side of the common unit boundaries between such units.
3. To provide that with respect to horizontal wells drilled to the Haynesville Zone, Reservoir A, within or to serve HA RA SU87, HA RA SU97, and HA RA SU98, where the horizontal portion of the well is cased and cemented back above the top of the Haynesville Zone, Reservoir A, the distance to any unit boundary and any offset well(s) should be calculated based on the distance to the nearest perforation in the well and not based on the penetration point or terminus, and that the perforated length of lateral in the proposed cross unit horizontal wells should be located in accordance with the spacing provisions of Statewide Order No. 29-S.
4. To permit the unit operator of HA RA SU87, HA RA SU97, and HA RA SU98 to produce the unit allowable for each of the units from the respective unit wells, any alternate unit well, or from any combination thereof, at its discretion.
5. To find that unit production from the proposed cross unit horizontal wells should be allocated to each of the units from which they produce in the same proportion as the perforated length of the lateral in each such unit bears to the total length of the perforated lateral as determined by an "as drilled" survey performed after such alternate unit wells are drilled and completed, and that unit production should continue to be shared on a surface acreage basis.
6. To continue in full force and effect, except to the extent contrary herewith, the pertinent provisions of Order No. 289-R, effective April 1, 2008, as amended and supplemented by the 289-R Series of Orders, Statewide Order No. 29-S, and all other applicable Statewide Orders.
7. To consider such other matters as may be pertinent.
The Haynesville Zone, Reservoir A was originally defined in Order No. 289-R, effective April 1, 2008, and was redefined in Order No. 289-R-3, effective June 25, 2008.
