LEGAL NOTICE OF PUBLIC MEETING TOWN COUNCIL OF WOODSTOCK, ALABAMA
Notice is hereby given that the Town Council (the "Council") of the Town of Woodstock, Alabama (the "Town") will meet in a public session at 5:00 p.m. on Monday, March 16, 2026 at the Town Hall in the Town of Woodstock, Alabama for the purpose of considering the transaction of any business that may properly come before the Council. Such business to include, but not be limited to, the adoption by the Council, pursuant to Section 94.01 of the Official Recompilation of the Constitution of Alabama of 1901, of a resolution (the "Resolution") approving the execution and delivery of an Incentives Development Agreement ("Incentives Agreement") between the Town of Woodstock and WLH 100, LLC or its designee, as an incentive to develop the area at Exit 100. If the Council waives a second reading, the Council may adopt the Resolution at the meeting Monday, March 16, 2026. If the Council requires a second reading, the Resolution will be considered for adoption at its regular, public meeting scheduled for 5:00 p.m. on Monday, April 6, 2026.
The Incentives Agreement contemplates that, for the 2026-year term, the incentive will be granted to and in aid of WLH 100, LLC, or its designee, for the purpose of promoting the economic development of the Town, in consideration of the development by WLH 100, LLC of commercial, residential, and related facilities.
The commercial, residential and related facilities to be developed and already developed have an expected investment cost in excess of several million Dollars including infrastructure construction of over $800,000 that will be turned over to public entities. The Incentives will be in the form of 125 residential tap sewer credits. The credits issued shall remain in force until all credits have been redeemed or until December 31, 2050, whichever comes first.
The Town believes that the expenditures of public funds for the purposes specified will serve a valid and sufficient public purpose, notwithstanding any incidental benefit accruing to any private entity or entities. By undertaking its obligations pursuant to the Agreement and the Resolution, the Town expects to promote the local economic and residential development of the Town by promoting the construction and acquisition of capital improvements, the location of new businesses in the Town, the generation of additional tax revenues for the Town, and the creation of new jobs for residents of the Town, as well as making available to residents of the Town additional commercial, service, housing, and retail businesses.
The business entity to whom or for whose benefit the Town proposes to lend its credit or grant public funds or things of value is WLH 100, LLC, or its designee.
All interested persons may examine and review drafts of the Agreement, Resolution, and all relevant documents, and make copies thereof at personal expense, at the offices of the Council during normal business hours, before and after the meeting referenced herein. The council may revise any of the documents as a result of negotiations with WLH 100, LLC. If such revisions are made, the revised documents will thereafter be made available to the public on the same terms.
