NOTICE OF REQUEST FOR QUALIFICATIONS (RFQ):
CONSTRUCTION OVERSIGHT AND INSPECTION SERVICES FOR
CEDAR STREET COMBINED SEWER OVERFLOW (CSO)
UNDERGROUND STORAGE FACILITY
PEORIA, ILLINOIS
STATEMENTS DUE: THURSDAY, JULY 2, 2026, AT 2:00 PM
The City of Peoria invites Teams experienced in construction oversight to submit their Statements of Interest and Qualifications for Construction Oversight and Inspection services for the Cedar Street Combined Sewer Overflow (CSO) Underground Storage Facility.
The project will be constructed under complex site and construction conditions, including large-volume watertight reinforced concrete construction, deep excavation requiring earth retention/shoring, and groundwater management. The site is constrained, with limited access and laydown area, and is adjacent to critical infrastructure, including a railroad corridor and an IDOT bridge. These conditions require a construction oversight team with strong field presence, documentation practices, and contract administration support, comprised of individuals with recent experience overseeing similar infrastructure construction under similar conditions.
The City of Peoria's Engineering Division will accept proposals until 2:00 PM Thursday, July 2, 2026, for establishing a contract with a qualified firm. All interested firms are required to sign up as a vendor on BidNet Direct to submit their proposals.
The City's intention is to award a contract for these services to the best-qualified firm. Each firm will be considered and ranked by a Selection Committee based upon the criteria listed in the RFQ document. The evaluation criteria include Technical Approach, Firm Experience, Staff Capabilities, Workload Capacity, and Local Presence and EEO Goals.
In addition to the BidNet submission three (3) hard copies of the proposal should be submitted to the Office of the City Engineer, 3505 N Dries Lane, Peoria, Illinois, 61604 by the bidding deadline. All firms contracting with the City of Peoria must have current certification through the City's Equal Opportunity Office.Compliance with the Illinois Prevailing Wage Act is required under this contract. The City of Peoria reserves the right to reject any or all proposals, to waive technicalities and informalities in accordance with the Statute.
