Legal Notice The Panhandle Groundwater Conservation District (District), in compliance with Chapter 36 of the Texas Water Code and its Rules, will receive public comment on proposed amendments to District Rules at a public hearing to be held at the District Office, 201 West Third Street, White Deer, Texas 79097 at 9:00 a.m. on July 9, 2026. The proposed amendments primarily affect, but are not limited to, the following: Rule 3.3 (c), Enforcement of Rules; Rule 4.1, Issuance of Permits; Rule 4.4, Requirements for Driller's Log, Casing, Pump Data, and Meters; and Rule 4.7, Transfer of Groundwater out of the District. The District Board, at the conclusion of the public hearing, will discuss comments received and consider possible adoption of the rule amendments. Written and oral public comments on the proposed rules must be submitted to the District on or prior to the hearing date.
