The City of Indianapolis, Department of Public Works is planning to undertake the construction of a grade separated crossing of the Nickel Plate Trail over 82nd Street. The project is funded in part by the Federal Highway Administration (FHWA). This project is located in Section 22 of Township 17 North, Range 4 East, Lawrence Township in Marion County Indiana.
The Nickel Plate Trail currently serves pedestrian and non-motorized vehicles mostly utilizing railroad beds for recreational purposes. This section of the proposed Nickel Plate Trail was newly constructed in 2025. 82nd Street is categorized as a Principal Arterial. In the project area, existing 82nd Street consists of three 12-foot lanes in both directions. In addition, there is an eastbound left turn-only lane onto Bash Street bordered by concrete median. Also, there is a westbound left turn-only lane onto Craig Street bordered by a concrete median. The existing posted speed limit is posted as 35 mph.
The Nickel Plate Trail will be reconstructed with a bituminous pavement on an aggregate base. The approaches will require a 10-foot wide path bordered by 2-foot earthen shoulders. The maximum grade for the Nickel Plate Trail approaches is limited to 5% which will result in project limits that will begin approximately 547 feet south of 82nd Street and extend 240 feet north of 82nd Street. Retaining walls will be required along the Nickel Plate Trail to provide adequate vertical clearance over 82nd Street while limiting project impacts including right-of-way and utilities. The utilization of a modular block wall with a maximum height of approximately 20 feet has been specified.
The proposed main grade separation structure is three span painted prefabricated steel truss structure with one 120 foot span, one 130 foot span, and one 90 foot span. The style of truss is yet to be determined. The end bents and piers are supported on pile foundations. The structure will be built at a 30-degree skew to 82nd Street. The structure will provide 14 feet of horizontal clearance with appropriate height barrier railings on 1.0 foot wide curbs. The structure will also provide a minimum of 17.5 feet of vertical clearance over 82nd Street. The structure's main 130 foot span crosses the entire width of the 82nd Street corridor including existing sidewalks, allowing for clear sight-lines for vehicular and pedestrian traffic.
A circular continuous reinforced concrete structure will be utilized on the north approach due to right-of-way constraints. This structure will consist of six 35 foot spans with piers and end bent supported on pile foundations. The structure will provide 14 feet of horizontal clearance with appropriate height barrier railings on 1.0 foot wide curbs. This structure will tie into a modular block retaining wall up to the limits of the existing Nickel Plate Rail right-of-way. The project terminates as the proposed profile ties into the existing trail at both ends.
The Nickel Plate Trail will be closed during construction. The Nickel Plate Trail is expected to be closed for approximately 12 months. No detour route will be available. A single lane closure in each direction will be required on 82nd Street during construction. Pedestrian detours will be posted and phased to utilize the opposite side of the street from the active construction. No permanent impacts to the Nickel Plate Trail are expected to occur as a result of the project.
The designed action will not adversely impact the activities, features, and attributes that qualify the property for protection under Section 4(f) of the Department of Transportation Act of 1966 and in accordance with SAFETEA-LU Section 6009 (a). As such, it is the intent of City of Indianapolis, Department of Public Works along with the Federal Highway Administration to issue a finding of de minimis. In accordance with SAFETEA-LU Section 6009 (a), the views of the public are being sought regarding the effect of the proposed project on the public recreational area.
