Legal Notice of Project Advancement: INDOT Des. No. 2200084 The Indiana Department of Transportation (INDOT) Crawfordsville District held a public hearing February 19, 2026, for a proposed intersection improvement project located on S.R. 39 at Keller Hill Road, 0.88 mile south of I-70, in Hendricks and Morgan Counties. This public hearing was held as part of the environmental analysis phase as required per the National Environmental Policy Act (NEPA). Public involvement is an important element of a comprehensive decision-making process. The purpose of the project is to reduce the number of crashes at the S.R. 39 and Keller Hill Road intersection and improve vehicular safety at the intersection. The INDOT Preferred Alternative proposes to include constructing a hybrid single/dual lane (2-by-1) roundabout at the existing intersection. This specifically includes raised concrete splitter islands, truck apron, non-transversable central island, and appropriate entry path deflection (i.e. a curve with constantly changing radii to reduce the speed of vehicles entering the roundabout). Existing right turn lanes will be removed along S.R. 39. Detention berms will be constructed on both sides of S.R. 39 to the north and south of intersection at the northern and southern ends of the project. New guardrail will also be installed as needed. A curb and gutter system with curb turnouts will be constructed to convey drainage away from the intersection. New lighting will be added to the intersection. Driveway culverts will be removed and replaced along with drive reconstruction work. As part of INDOT's commitment to afford the community an opportunity to formally announce the conclusion of the environmental analysis phase and transition to the next phase of development. Subsequent to reviewing and considering all comments and materials received as a result of the public hearing held at the Monrovia High School auditorium on February 19, 2026, INDOT will advance this project to the next phase of development with construction anticipated to take place in the Fall of 2026. Environmental analysis documentation, including written responses to public comments submitted as part of the public involvement process, will remain available for public inspection on-line via the project webpage at INDOT's Crawfordsville District Webpage, Crawfordsville.indot.in.gov and during normal office hours at: 1.
