Legal Notice to Submit Bids Sealed bids for the Village of Marshallville Manhole and Pipe Lining Project will be received by the Village until 11:00 AM on Thursday, April 2nd, 2026 at the Village of Marshallville, 7 N Main Street, Marshallville, Ohio 44645. The bids will then be publicly opened and read aloud. All sealed bids should be clearly marked "Village of Marshallville Manhole and Pipe Lining Project" on the outside of the envelope. Any bids received after the time designated in this advertisement will be returned unopened. A pre-bid meeting will be held on March 25, 2026 at 11:00 AM at the Village office 7 N Main Street, Marshallville, Ohio 44645. Attendance at the meeting is recommended but is not mandatory. Project Description: Rehabilitation of approximately 85 existing sanitary sewer manholes throughout the Village. Complete sets of Bidding Documents will be issued to Bidders only by AA Blueprint, beginning Friday, March 13, 2026, at a cost of Sixty Dollars ($60.00). Checks or Money Orders are to be made payable to AA Blueprint located at 2757 Gilchrist Rd. Akron, Ohio 44305, or can be purchased on their website www.aablueprint.com. Any cost for mailing is an additional charge payable to AA Blueprint. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and scope. Each bidder is required to furnish with his proposal a Bid Guarantee and Contract Bond in accordance to Section 153.54 of the Ohio Revised Code. The bid bond may be in the form of a bid guarantee, letter of credit for 100% of the project, or certified check from a solvent bank or cash in the amount of 10% of the total bid submitted. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide such surety. Checks should be made payable to the Village of Marshallville. Bid guarantees/bid bonds will be returned to all unsuccessful bidders. The owner intends and requires that this project be substantially completed no later than August 1st, 2026, with a final completion date of August 31st, 2026. All questions concerning the project should be directed to Damon Fulk at Environmental Design Group, dfulk@envdesigngroup.com and shall be submitted in writing no later than March 27th, 2026 by 8:00 AM. Engineer's Opinion of Probable Construction Cost for the base bid is $230,680.00. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services and labor in the implementation of the project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Bidders must comply with the prevailing wage rates on Public Improvements in Wayne County, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. Bidders are required to use the bidding forms included in the contract/bidding specifications. The Village reserves the right to reject any and all bids, to waive any and all informalities and the right to disregard all non-conforming, non-responsive, unbalanced or conditional bids. Also, the Village reserves the right to reject the bids of any bidder if the Village believes it would not be in the best interest of the Village to make the award of that bid; whether because the bid is not responsive or the bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standards or criteria established by the Village. No bidder may withdraw his/her bid within sixty (60) days after the actual date of the bid opening.
