CONCURRENT NOTICE OF FINDING OF NO SIGNIFICANT IMPACT (FONSI) AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS (NOI-RROF)

These notices shall satisfy two separate but related procedural requirements
for activities to be undertaken by the Marion MHA.
REQUEST FOR RELEASE OF FUNDS
On or about June 1, 2026, at least one day after the end of the comment period, the Marion MHA ("MMHA") will submit a request to the Housing and Urban Development (HUD) Office of Community Planning for the release of Section 8 Project Based Voucher (PBV) funds under the Housing Act of 1937, as amended, to undertake a project known as The Station (the "Project") for the purpose of providing affordable rental housing.
The Project will be a new construction apartment community, and shall consist of 72 units for families located at 1447 Harding Highway in the City of Marion, Marion County, Ohio. The project site is a single vacant 6.1-acre lot. The project would construct three 3-story residential buildings (total of 74,907sf) and a standalone resident clubhouse (2,169sf).
The estimated total project costs are $19,341,405. The estimated federal funding to be awarded: (a) HUD 811: $780,754; (b) Project Based Vouchers: Seven (value of $453,543).
FINDING OF NO SIGNIFICANT IMPACT
An Environmental Assessment under 24 CFR Part 50 was conducted for the project. MMHA has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) and will be made available to the public for review on the MMHA Website or by request to Lisa Wellhausen at lwellhausen@delawaremha.org.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to MMHA. All comments received by 5:00pm on May 30, 2026 will be considered by MMHA prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
MMHA certifies to HUD that Lisa Wellhausen, in her capacity as Executive Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows MMHA to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and MMHA's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the Request for Release of Funds (RROF) (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the MMHA; (b) MMHA has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 50; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 50 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 50, Sec. 50.23) and shall be addressed to U.S. Department of Housing and Urban Development – Columbus Office of Community Planning & Development at CPDColumbusRROF@hud.gov. Potential objectors should contact HUD via this email to verify the actual last day of the objection period.
