MEETING OF THE COUNTY BOARD OF SUPERVISORS
MANITOWOC COUNTY, WISCONSIN
Tuesday, April 28th, 2026 6:00 P.M.
Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Center, in the City of Manitowoc, being the 28th day of April 2026, for the purpose of transacting business as a Board of Supervisors.
Chairman Phipps called the meeting to order at 6:00 p.m.
Supervisor Schiesl gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage.
Roll call: 23 members were present: Lillibridge-1, Metzger-3, Heilman-4, Pope-5, McDonell-6, Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, Dallas-11, Behnke-12, Neils-13, Bonde-14, Hammel-15, Busse-16, Riederer-18, Sortwell-19, Schwerma-20, Phipps-21, Grambow-22, Klein-23, Weiss-24, and Shimulunas-25. Supervisor Maresh-17 was excused. District 2 was vacant.
PUBLIC COMMENT – OPPORTUNITY FOR CITIZENS TO PRESENT THEIR VIEWS
Chairman Phipps declared public comment open at 6:14 p.m.
Jim Theyerl, Town of Manitowoc, congratulated the elected officials and opposed a data center in Manitowoc County. He also reported on the case regarding his driveway.
Bob Desjarlais, Town of Mishicot, opposed a data center in Manitowoc County and explained the Town of Mishicot ordinances.
Tom Sheley, Two of Two Creeks, was not opposed to a data center in Manitowoc County.
Jaelee Messman, City of Manitowoc, opposed to a data center in Manitowoc County.
Tammy O'Conner, Village of Whitelaw, opposed to a data center in Manitowoc County.
Sam Strutz, City of Manitowoc, opposed to a data center in Manitowoc County.
Elaine Olsezewski-Steckler, Town of Two Rivers, opposed to a data center in Manitowoc County.
Susan Dirkmann, Town of Mishicot, opposed to a data center in Manitowoc County.
Natalie Ford, City of Manitowoc, opposed to a data center in Manitowoc County.
Katherine Leone, City of Manitowoc, opposed to a data center in Manitowoc County.
Tom Sprang, Town of Two Creeks, opposed to a data center in Manitowoc County.
Kay Lutze, Town of Mishicot, was in favor of the moratorium.
Cameron Ross, Town of Two Rivers, suggested more research be done and was opposed to a data center in Manitowoc County.
Pat Klein, City of Manitowoc, opposed to a data center in Manitowoc County.
Dean Anhalt, Town of Mishicot, was in favor of the moratorium. He spoke regarding the need for the County re-review the five-year manure lease that was lifted last month. He believes there needs to be some regulations in place. He also suggested the committee appointments be reviewed to make sure proper appointments are designated.
No one else present wished to speak, subsequently Chairman Phipps closed public input at 7:02 p.m.
CONSENT AGENDA
Chairman Phipps called the consent agenda and questioned if any supervisor wished to withdraw any items. Supervisor Neils moved, seconded by Supervisor Zimmer to approve Consent Agenda Items A, B, C, D1a-b, D2a, D3a-d, D4a, D5a-c, D6a-b, D7a-c, E1a, E1b, E1c, E1d, E1e, and E1f. Upon vote, the motion carried unanimously.

D1a-b. Appoint Supv. Pope and Supv. Shimulunas to the Aging and Disability Board for a three-year term expiring in April of 2029.
D2a. Appoint Annette Kaminsky to the Board of Health for a two-year term expiring April 2028.
D3a-d. Appoint Dave Murack to the Human Services Board to fill a vacancy for a three-year term expiring in April 2029. Appoint Supv. Grambow, Supv. McDonell, ad Arron Erdmann to fill vacancies with a term expiring in April 2028.
D4a. Appoint Dan Hartwig to the Joint Dispatch Board for a two-year term expiring April 2028.
D5a-c. Appoint Supv. Dallas, Dave Murack, Alternate) Eric Isselmann, and Paul Tittl to the Local Emergency Planning Committee for a two-year term expiring April 2028.
D6a-b. Appoint John Musial, Alternate) Craig Jansen, and Benjamin Kraynek to the Traffic Safety Commission.

COMMITTEE REPORTS, RESOLUTIONS, ORDINANCES
Aging and Disability Board: Supervisor Shimulunas gave a report.
Board of Health: Supervisor Metzger gave a report.
Supervisor Metzger moved, seconded by Supervisor Hacker to adopt Resolution 2026/2028-8 Accepting 2026 ARPA COVID Discal Recovery Mini-Grant. Upon vote, the motion passed unanimously.
Expo-Ice Center Board: Supervisor Behnke gave a report.
Highway Committee: Supervisor Behnke gave a report.
Supervisor Behnke moved, seconded by Supervisor Bonde to adopt Resolution 2026/2028-9 Authorizing Transfer of Property to the Town of Gibson (Zander Road Bridge). Upon voice vote, the motion passed unanimously. Voting System failed, thus a voice vote was taken.
Human Services Board Committee: Supervisor Klein gave a report.
Land Conservation Committee: Supervisor Bonde gave a report.
Planning and Park Commission: Supervisor Zimmer gave a report.
Supervisor Zimmer moved, seconded by Supervisor Schwerma to enact Ordinance 2026/2028-10 Amending Manitowoc County Code Ch.8 Enacting a Moratorium on Data Centers. Discussion followed.
Supervisor Sortwell moved, seconded by Supervisor Neils to amend the ordinance by adding lines 57 and 58 "with the capability of managing more than 1 petabyte of data. Upon discussion and vote, the motion carried with 17 ayes and 6 no. Supervisors Lillibridge, Heilman, Pope, Dallas, Hammel, and Schwerma voted no.
Supervisor Behnke moved, seconded by Supervisor Hammel to amend the ordinance on line 71, by striking 12 and replace it with 18. Upon discussion and vote, the motion carried with 22 ayes and 1 no. Supervisor Shimulunas voted no.
Supervisor Zimmer moved, seconded by Supervisor Schwerma to enact Ordinance 2026/2028-10 as Amended Amending Manitowoc County Code Ch.8 Enacting a Moratorium on Data Centers. Upon vote, the motion carried unanimously.
Public Works Committee: Supervisor Sitkiewitz gave a report.
ADJOURNMENT
Supervisor Hammel moved to adjourn, seconded by Supervisor Lillibridge and the motion was adopted by acclamation. The meeting adjourned at 7:52 p.m.
