MEETING OF THE COUNTY BOARD OF SUPERVISORS MANITOWOC COUNTY, WISCONSIN Tuesday, May 19th, 2026 6:00 P.M. Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Center, in the City of Manitowoc, being the 19th day of May 2026, for the purpose of transacting business as a Board of Supervisors. Chairman Phipps called the meeting to order at 6:01 p.m. Supervisor Lillibridge gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage. Roll call: 24 members were present: Lillibridge-1, Metzger-3, Heilman-4, Pope-5, McDonell-6, Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, Dallas-11, Behnke-12, Neils-13, Bonde-14, Hammel-15, Busse-16, Maresh-17, Riederer-18, Sortwell-19, Schwerma-20, Phipps-21, Grambow-22, Klein-23, Weiss-24, and Shimulunas-25. District 2 was vacant. PUBLIC COMMENT – OPPORTUNITY FOR CITIZENS TO PRESENT THEIR VIEWS Chairman Phipps declared public comment open at 6:05p.m. Jim Theyerl, Town of Manitowoc, discussed his case regarding his driveway. Bob Desjarlais, Town of Mishicot, thanked the Board for passing the data center memorandum. No one else present wished to speak, subsequently Chairman Phipps closed public input at 6:12 p.m. CONSENT AGENDA Chairman Phipps called the consent agenda and questioned if any supervisor wished to withdraw any items. Supervisor Sitkiewitz requested Resolution 2026/2026-15 Approving Premises Use Sublease Agreement with MPSD and University of Wisconsin Green Bay be placed under Public Works Committee Report. Supervisor Behnke moved, seconded by Supervisor Hammel to approve Consent Agenda Items A, B, C1a, C2a, C3a-c, D1a, D1b, D1c, and D1d. Upon vote, the motion carried unanimously. A. Approve April 28, 2026 County Board Minutes. B. Appoint Gregg A. Wolf as County Board Supervisor District 2. C1a. Appoint Supv. Neils to the Bay Lakes Regional Planning Commission to fill a vacancy thru October 2026. C2a. Appoint Jill Pope to the Community Action Program for a two-year term expiring April 2028. C3a-c. Appoint Joseph Jeanty, Dennis Rabas, and Benjamin Meinnert to the Joint Dispatch Board for a two-year term expiring June 2028. D1a. Ordinance 2026/2028-11 Amending Zoning Map (Thomas and Mary Geiger). D1b. Ordinance 2026/2028-12 Amending Zoning Map (Kapellen Living Trust). D1c. Ordinance 2026/2028-13 Amending Zoning Map (Eric Mueller). D1d. Ordinance 2026/2028-14 Amending Zoning Map (Kenneth Schnell). Supervisor Gregg A. Wolf took his seat and became a voting member of the County Board. COMMITTEE REPORTS, RESOLUTIONS, ORDINANCES Board of Health: Supervisor Metzger gave a report. Expo-Ice Center Board: Supervisor Behnke gave a report. Finance Committee: Supervisor Grambow gave a report. Highway Committee: Supervisor Behnke gave a report. Personnel Committee: Supervisor Maresh gave a report. Public Safety Committee: Supervisor Dallas gave a report. Public Works Committee: Supervisor Sitkiewitz gave a report. Supervisor Sitkiewitz moved, seconded by Supervisor Weiss to approve Resolution 2026/2026-15 Approving Premises Use Sublease Agreement with MPSD and University of Wisconsin Green Bay. Upon discussion and vote, the motion carried unanimously. Transportation Committee: Supervisor Hacker gave a report. ADJOURNMENT Supervisor Maresh moved to adjourn, seconded by Supervisor Zimmer and the motion was adopted by acclamation.
