MEETING OF THE COUNTY BOARD OF SUPERVISORS MANITOWOC COUNTY, WISCONSIN Tuesday, February 17th, 2026 6:00 P.M. Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Center, in the City of Manitowoc, being the 17th day of February 2026, for the purpose of transacting business as a Board of Supervisors. Chairman Martell called the meeting to order at 6:00 p.m. Chairman Martell gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage. Roll call: 25 members were present: Lillibridge-1, Jadowski-2, Metzger-3, Heilman-4, Martell-5, Hansen-6, Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, R. Phipps-11, Behnke-12, Neils-13, Bonde-14, Hammel-15, Naidl-16, Maresh-17, Muench-18, Falkowski-19, Engelbrecht-20, M. Phipps-21, Grambow-22, Klein-23, Weiss-24, and Shimulunas-25. PUBLIC COMMENT – OPPORTUNITY FOR CITIZENS TO PRESENT THEIR VIEWS Chairman Martell declared public comment open at 6:01 p.m. No one present wished to speak, subsequently Chairman Martell closed public input at 6:01 p.m. CONSENT AGENDA Chairman Martell called the consent agenda and questioned if any supervisor wished to withdraw any items. Supervisor Hacker moved, seconded by Supervisor Engelbrecht to approve Consent Agenda Items A, B1a, B2a, B3a-b, B4a-d, C1a, C2a, C2b, C2c, C2d, C2e, and C3a. Upon vote, the motion carried unanimously. A. Approve January 20th, 2026 County Board Minutes. B1a. Appoint Rochelle Manzano to the Expo-Ice Center Board for a term expiring December 31, 2026. B2a. Appoint Todd Olig to the Joint Dispatch Board for a term expiring August 2026. B3a-b. Appoint Corey Evenson and Alternate) Stephanie School to the Local Emergency Planning Committee for a term expiring June 2027 and an Alternate for a term expiring September 2027. B4a-d. Appoint Chad Kakes, Alternate) Daniel Diedrich, Alternate) Melissa Weisner, and Josh Stradal to the Traffic Safety Commission. C1a. Resolution 2025/2026-140 Adopting Health Department Fee Schedule. Finance Committee: Supervisor Hansen gave a report. Human Services Board Committee: Supervisor Klein gave a report. Land Conservation Committee: Supervisor R. Phipps gave a report. Personnel Committee: Supervisor Maresh gave a report. Supervisor Maresh moved, seconded by Supervisor Muench to adopt Resolution 2025/2026-147 Authorizing Reallocation of Human Services Department 2.0 Full-Time Equivalent Positions (CST Care Coordinator/Coordinator to CLTS Waiver Specialist). Upon vote, the motion carried unanimously. Planning and Park Commission: Supervisor Falkowski gave a report. Public Safety Committee: Supervisor Grambow gave a report. Public Works Committee: Supervisor Sitkiewitz gave a report. Transportation Coordinating Committee: Supervisor Hacker gave a report. ADJOURNMENT Supervisor Neils moved to adjourn, seconded by Supervisor Grambow, and the motion was adopted by acclamation.
