MINUTES- Regular Meeting of the Collins City Council 1. CALL TO ORDER- Collins City Council met on Thursday, April 9, 2026, at 7pm at the Collins Area Community Center, 219 Main St. 2. ROLL CALL- Mayor Alex Rainey asked for Roll Call. Council Members present: Dawnell Kennedy, Jerry Courter, Stephanie Coughenour, Stephanie Smith, Stacy Howell. Absent- None. Guests- Deputy Jackson Thompson, Mark Atwood, Diana Clause, Jerri Heid, Mark Atwood, Dave Douglas, Mike Pederson, Brooke Gascoigne (via video), Shelby Smith, Jeremey Vortherms, Davendra Tamrakar. City personnel present: City Clerk Katie Baldwin, Public Works Director Darren Kennedy. 3. APPROVAL OF POSTED AGENDA- Motion by Courter to approve, 2nd by Smith, All Ayes, M/C 4. MARCH SHERIFF'S REPORT- Deputy Thompson gave an update on the engine brake problem on Highway 65 with semis using their jake brakes loudly. He spoke with the County Attorney. Their office will not prosecute these violations because this is not a violation of any state or county code. Since they are only a violation of city code, the city would have to prosecute them. This would incur a high volume of costs in city attorney fees. Deputy Thompson did say that their officers can pull the violators over and give them a warning and advise them on what the city code states. Council agreed to have the deputies do this for the next month, and Deputy Thompson will report back next month on approximately how many semis they were able to give warnings to. The topic of teenagers doing burnouts on city streets was brought up. Deputy Thompson gave guidance on what to do when someone is doing burnouts or driving underage. He said it is best to have the act on video and the license plate number legible in the video. He said for any resident to call Story County as soon as they see this happen. 6. PUBLIC FORUM: Shelby Smith reported that she is meeting next week with the Rhodes Farmers Market Committee about possible dates that the traveling farmers market will be in Collins this summer. Two members of Raising Readers in Story County gave a presentation on what their organization offers our local communities. Mayor Alex Rainey read and adopted the proclamation- "Week of the Young Child" presented by Raising Readers in Story County 8. Discussed water meters with Dave, Mike, and Brooke from Dakota Supply Group. No action was taken. 9. Motion by Kennedy to approve liquor license renewal- The Steeped and Stirred, LLC, 2nd by Smith, All Ayes, M/C 10. Motion by Coughenour to approve Iowa DOT Agreement for Maintenance and Repair of Primary Roads in Municipalities, 2nd by Courter, All Ayes, M/C 11. Motion by Howell to approve fence permit- 416 4th Avenue, 2nd by Smith, All Ayes, M/C 12. Story County Emergency Management Commission 2026 Membership Appointments were decided- Primary Member is Mayor Alex Rainey, and the two Alternate Members are council members Stephanie Smith and Jerry Courter. 13. Motion by Courter to do the first reading of Ordinance No. 2026-1. "An Ordinance Adjusting Rates for the Collins Municipal Waterworks System", 2nd by Howell, Roll Call- All Ayes, M/C. Motion by Howell to suspend the statutory rule for requiring an ordinance be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed, 2nd by Courter, Roll Call- All Ayes, M/C. Motion by Howell to put Ordinance 2026-1 upon its final consideration and to adopt Ordinance 2026-1, 2nd by Courter, Roll Call- All Ayes, M/C, Ordinance passed. 14. Motion by Kennedy to do the first reading of Ordinance No. 2026-2. "An Ordinance Adjusting Rates for the Collins Municipal Sanitary Sewer System", 2nd by Courter, Roll Call- All Ayes, M/C. Motion by Kennedy to suspend the statutory rule for requiring an ordinance be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed, 2nd by Coughenour, Roll Call- All Ayes, M/C. "An Ordinance amending the utility rate of chapter 106 section 106.8 sub-section C of the Code of Ordinances of the City of Collins regarding dumpster fees", 2nd by Courter, Roll Call- All Ayes, M/C. Motion by Howell to approve Resolution 2026-9. "Resolution approving wage distribution among multiple funds for Public Works Director position", 2nd by Smith, Roll Call- All Ayes, M/C 17. Motion by Howell to approve Resolution 2026-10. "A resolution to rescind Resolution 7-2013 which authorizes a 2.5% fee be paid to Mayor Brett M. Comegys as compensation for writing grant applications for which the City benefits from a monetary grant award", 2nd by Courter, Roll Call- All Ayes, M/C 18. "Resolution authorizing remote participation and recording of Collins City Council meetings in compliance with Iowa Code Chapter 21", 2nd by Courter, Roll Call- All Ayes, M/C 19.
