1. CALL TO ORDER- Collins City Council met on Thursday, June 11, 2026, at 7pm at the Collins City Hall, 212 Main St.
2. ROLL CALL- Mayor Alex Rainey asked for Roll Call. Council Members present: Dawnell Kennedy, Jerry Courter, Stephanie Smith, Stacy Howell. Absent- Council Member Stephanie Coughenour. Guests- Deputy Jackson Thompson, Bristol Courter, MaKenzee Chevalier. City personnel present: Public Works Director Darren Kennedy, CWC Director Jean Bienfang, Library Director Sara Coree, City Clerk Katie Baldwin.

5. MAY SHERIFF'S REPORT- Council discussed several issues with Deputy Thompson, regarding the burnouts that have been happening on Main Street, underage drivers, non-street legal vehicles.

8. Motion by Howell to table Willie Beeler providing free labor to landscape in front of city buildings, 2nd by Kennedy, All Ayes, M/C
9. City council gave permission to do chalk street art at Collins Days
10. Council discussed selling the city-owned property at 111 3rd Street for a minimum of $12,500 plus legal fees
11. Motion by Kennedy to approve CWC quote for roof repair (Armour Roof Co., $13,000, paid for with CWC funds, if City is able to repay the CWC fund for the expense in the future, they will), 2nd by Howell, All Ayes, M/C
12. Discussed Heart of Iowa Nature Trail Bike Ride- "Wheels and Wings"- September 19, 2026
13. Motion by Howell to deny receiving a Public Solar Charging Station MOU from Story County Emergency Management due to the details of the contract, 2nd by Courter, All Ayes, M/C
14. Motion by Howell to approve Resolution 2026-17. "Resolution approving intergovernmental agreement confirming and continuing the solid waste management commission of Marshall County, Iowa, as amended", 2nd by Courter, Roll Call- All Ayes, M/C
15. Motion by Courter to approve FY27 Story County Animal Control Contract (option 3-B), 2nd by Howell, All Ayes, M/C
16. Motion by Howell to table purchase of security cameras for west park to the August meeting, 2nd by Kennedy, All Ayes, M/C
17. REPORTS- Mayor- Asked City Council if it is ok for the live band at Lucky's Pub to play until midnight on June 27th (Collins Days). Council all agreed that yes that is ok for them to play until midnight. Kennedy- Asked if there is any interest in the city doing a city-wide cleanup day. Courter- None. Howell- None. Smith- City-wide garage sales are this weekend. Collins Days is in 2 weeks. Monday night food trucks are going well. Library- Written. CWC- Written. City Clerk- PWD and Clerk are working with MIPA to apply for a grant for the 4th Avenue culverts. PWD- Written and verbal.
