MINUTES- Special Meeting of the Collins City Council 1. CALL TO ORDER- Collins City Council met on Wednesday, April 22, 2026, at 6pm at the Collins Community Center, 219 Main Street 2. ROLL CALL- Mayor Alex Rainey asked for Roll Call. Council Members present: Stacy Howell, Dawnell Kennedy, Stephanie Smith, Stephanie Coughenour. Absent- Council member Jerry Courter. Guests- None. City personnel present: Public Works Director Darren Kennedy, City Clerk Katie Baldwin. 3. APPROVAL OF POSTED AGENDA- Motion by Kennedy to approve, 2nd by Smith, All Ayes, M/C 4. Motion by Kennedy to open the Public Hearing on adoption of final budget for FY 2026-2027 at 6:01pm, 2nd by Howell, All Ayes, M/C. No questions or comments from the public. Motion by Howell to close the public hearing at 6:03pm, 2nd by Kennedy, All Ayes, M/C. 5. Motion by Kennedy to approve Resolution 2026-14. "Resolution approving City of Collins Annual Budget for Fiscal Year 2026-2027", 2nd by Howell, Roll Call- All Ayes, M/C 6. Motion by Kennedy to approve Policy for Remote Attendance at City Council Meetings via Microsoft Teams, 2nd by Coughenour, All Ayes, M/C 7.
